At its core, this is a Villainous Wealth Tasigur deck without combos that aims to ramp really hard, then tutor into VW in order to win by casting out a chunk of someone else's deck. Torment of Hailfire is the alternate wincon.

Strategy: Ideally, your starting hand will consist of lands, ramp, and maybe a tutor. Get out Cabal Coffers and Urborg, Tomb of Yawgmoth if possible to create large amounts of mana, and ultimately cast VW for x=20 or more. It is important to play politically with other players on the way to winning, making sure they don't see you as a threat, or even convincing them to help you cast Villainous Wealth on another player since they are a MUCH bigger threat than you...
