So if Moat would be good, but is too expensive, why not try Magus of the Moat?

Weirdly enough, I didn't get a notification of your comment or upvote. The site is acting up so I might not see replies even though I am subscribed to the deck.
My bad regarding the color mixup. Perhaps a Magus of the Moat given that moat is too expensive? It is expensive and easily removed so perhaps not, but worth mentioning.
Why is teferi's ile the MVP?
What is the purpose of capsize? Would you not be better suited with a (free) counterspell such as Fierce Guardianship/Deflecting Swat? Perhaps I'm missing it.
Other cards to potentially consider....
Sunder - Not MLD but instant speed and accomplishes a similar effect
Smothering Tithe - Ramp
You mention Teferi's Protection in your description but I don't see it in the deck, perhaps it was in a previous version.
Overburden - Accomplishes a similar goal
Torpor Orb - To stop ETB effects like Bane of Progress. I know you have humility which is super strong so this might not be needed, but it's cheaper and easier to cast. Could be redundancy, sort of.

If you're dead set on Celestial Convergence, Axis of Mortality, Mirror Universe, or the much worse Soul Conduit are probably entirely essential to your gameplan. They are also searchable with your signature spell
Moat, Magus of the Moat, and Blazing Archon, Mystic Barrier and Ensnaring Bridge are also good ideas for your pillow fort. Ghostly Prison is nice, but these effects are always better when multiplied. Windborn Muse and Norn's Annex are also good ones.
Cosmic Intervention and similar spells are probably good ideas too.
Relic Barrier and Icy Manipulator are best friends with Winter Orb and Static Orb
Solemnity instakills
Nyx-Fleece Ram is better than some of your walls, Daxos, Blessed by the Sun probably is too.
Dusk / Dawn is your best board wipe in my opinion. Also reanimates almost every card in your deck.
Renounce and Zuran Orb are good ideas to dodge mass removal or suddenly gain the life you need to win.
Add Reprieve. it is temporary, but it will allow you to dodge a counter, or you could use it to bounce your own about-to-be-countered spell back to your hand before the counter resolves.
Elixir of Immortality? might help against mill. not great though.
The One Ring costs life if you need it to draw, but pro everything is probably more than worth it, and the extra cards are likely to be as well.

I noticed a few things you might want to take a look at while testing your deck out, first you run several examples of artifacts that ramp you, this is usually a questionable choice in any Green deck, but Gruul is very good at ramping in particular, it has the least need for artifact mana. Some people run artifact wipes like Bane of Progress to punish people who are stuck with artifact ramp. There are always more creatures that can be tapped for mana, but there are also cards like Farhaven Elf and Wood Elves that find a land, there are quite a few of these out there. At your budget I think you should be running Myriad Landscape and Blighted Woodland, and I would consider Guildless Commons as a way to sneak an extra land drop out of your hand (you could also just run more lands).
Second, I think you might want to include more answers to artifacts and enchantments, if not creatures. Gruul decks that run big creatures can look to fight effects to help pressure opponent's boards/kill stuff like Magus of the Moat, Domri Rade and Domri, Anarch of Bolas are budget options that can help make fights happen, Ulvenwald Tracker, Thorn Mammoth, and Gruul Ragebeast are creatures that can generate repeated fights. Beast Within, Chaos Warp and Wild Magic Surge are all pretty interesting cards for a Gruul deck to look at, but there are also cards like Reclamation Sage or Caustic Caterpillar/Thrashing Brontodon, as well as Conclave Naturalists or Indrik Stomphowler that can help deal with artifacts/enchantments that interfere with attacking, and anything that can be used at instant speed has value in disrupting combos. At your budget Road / Ruin might be good, it offers ramp and removal in one card.
Third, you might want more card draw, there are a variety of ways to do that in Gruul, but many of the better options are Green spells. If you consistently have a big enough creature out Return of the Wildspeaker is good, as is Rishkar's Expertise, Momentous Fall and Greater Good. I like Bonders' Enclave if you think you can count on having 4 power out, and War Room is pretty handy in a pinch. Regal Force can draw a bunch of cards if you have green creatures. Garruk's Uprising might be budget enough, but Toski, Bearer of Secrets and Ohran Frostfang are cards to think about if you ever want to upgrade, both are very strong, Frostfang's deathtouch is superb synergy with Trample. If you do go with more Fight effects, Neyith of the Dire Hunt can draw a card for each fight and has other synergies with the deck. Dragonborn Champion is cheaper than Frostfang or Toski, but it requires your creatures to be big and probably have trample, so it might be worth a look.
Here are a few cards that might help that don't fit into the above categories/aren't necessarily solving a problem, but I think are worth thinking about. War Cadence is an all time favorite of mine, you can use it on anyone's turn if you have spare mana, very handy to make it impossible for an archenemy to block, also handy when you get down to 1v1. Have you thought about a Breaker of Armies? When it attacks, that player has to block it with everything, but you technically get to assign damage as you see fit unless they have Banding, so this tends to clear out an opponent's board while letting your other creatures get in unblocked vs that opponent. With your relatively low land count I feel like Abundance would be decent. With so many sources of Trample in your deck Bow of Nylea would be a sweet addition, Deathtouch and Trample are very good together.
Hope some of this is helpful, Gruul stompy decks are a lot of fun!

Windreader Sphinx Magus of the Moat Maybe Scouting Hawk I love Medomai the Ageless And to actually win the game maybe True Conviction or a bunch of extra turn spells. I would cut Dictate of Heliod and Always Watching and slot Kangee, Sky Warden and maybe Kangee's Lieutenant or Thunderclap Wyvern Also Coastal Piracy and Bident of Thassa seem like theyre worth finding a place for maybe cutting Behold the Multiverse and a wipe. Reveillark and Karmic Guide seem reasonable. I dont know about the 3cmc cantrip flyers without blinking or recurring them. Idk. Cool list tho. I have a blue white kangee deck but I don't have it online. I built it for the same reason, to play against low power decks, but still tough to close out games. Akroma's Will is one great way you already included. GL!

There are a lot of good options for the sideboard here. Because we don't talk about flight club, consider: Curse of Silence, Deafening Silence, and/or Stony Silence. The chemical burn the main character gets could be represented by Mark of Asylum maybe? haha
For the maindeck, I think Paladin Class is probably better than Authority of the Consuls for what you're trying to do but I can't say for sure if it fits your theme. A card I think does fit the theme is Spirit Bonds but I am not sure there is any room it.
Finally, if you think Magus of the Moat has a place as an honorary chapter member of flight club, it would be a very good card. Then, if you think Robert Paulson met a Baffling End, then that card could go in, too because the token can't attack through Magus of the Moat. Rest in Peace Robert Paulson...
Speaking of removal, though, it might be something to consider at least having some of in the sideboard. The only on theme cards I can think of off the top of my head are Angel of Sanctions and Journey to Nowhere but if you want removal you know where to look im sure.

You can have a Moat for pretty cheap, though. Magus of the Moat does the same thing but is a creature. It might fit in really well here, too!
