Hey. That is cool that you are new to magic and have friends to play with. I have some suggestions for your deck.
I want you to notice that on Crackling Drake and Pteramander that some of the power in these cards come from the amount of instants or sorceries in your graveyard. I would say that you aren't getting the most out of these cards because you aren't running enough non-creature spells and therefore I would replace them. Fortunately, there are plenty of affordable dragons that I think you should consider. One in particular is Glorybringer.
I actually have a Blue/Red Dragon deck that maybe you could get some ideas from Budget Midrange Izzet Dragons.

If you aren't planning on making it to where you can get more value from the crabs, then yes I would consider cutting them for something else. I'm not like a mill expert or anything so I am not sure what exactly.
However, here is something worth considering. This deck has no card draw. This means that either you should add some with Visions of Beyond or play Ensnaring Bridge because you're likely to be top-decking at some point due to the lack of draw. Ensnaring Bridge could give you the time you need to mill the opponent or Visions of Beyond in tandem with something like Sphinx's Tutelage could speed up the process.

I would suggest playing something like Chimeric Mass instead of Mutavault because if you have to sacrifice mutavault because of Smallpox then you might be putting yourself in a position to be unable to win the game.
What happens if your opponent uses Path to Exile or Surgical Extraction on Nether Spirit? You basically just have Liliana, the Last Hope ultimate and The Rack as the only ways to win. I wouldn't say you really want to be betting on your opponent having no way to deal with that.
Finally, I would suggest at least considering Tectonic Edge. You're running 4 Urborg, Tomb of Yawgmoth so tectonic edge is basically just going to be another swamp most of the time and it is better than Field of Ruin if the opponent has 4 or more lands. It also has good synergy with Inquisition of Kozilek.

I would suggest that, if you're going to be playing both Ruin Crab and Hedron Crab, that this deck should have more lands. Being able to make your lands drops every turn is going to be really important.
Also, having an Urborg, Tomb of Yawgmoth or two would be a good idea because it can turn your Ghost Quarter into more than just a colorless land which you might need because not very many cards in this deck even have colorless mana costs.

The ramp you can get from Deathrite Shaman is why it got banned in modern. It is strictly better than other mana dorks in the format even if you aren't running one of the colors to activate both abilities.
The reason it is legal in pioneer is because it doesn't really function as a mana dork. Sure, in pioneer decks that try and fill up their graveyard via self mill or if you get lucky an have an opening hand with Fabled Passage, then sure you can get some mana acceleration from DRS.
Evem though Deathrite Shaman isn't banned in pioneer doesn't mean it is bad, though. It is totally playable and actually still pretty good I think.

A large reason Fact or Fiction isn't played is because Cryptic Command usually takes up the four mana slot in decks that would want Fact or Fiction. As great and iconic as it is, FoF just isn't what a lot of control decks want.
I believe FoF can still be playable though in decks that play blue that are not focused on control. You can sort of min/max the value of the card by playing it in decks that use the graveyard to some extent. I wondering if like a simic midrange deck that runs cards like Uro, Titan of Nature's Wrath, Tarmogoyf, and Fact or Fiction could be something worth considering.
I made a pretty sweet modern deck that uses FoF in the mainboard: Knightfall - EOTFOFYL

Draw_Wurm's deck is a really cool idea. Unfortunately, it isn't modern legal. Faithless Looting has been replaced by Merchant of the Vale and sometimes Cathartic Reunion in modern. Also, Mausoleum Wanderer is just better than Judge's Familiar so I would make that change.
As for my deck, I brewed up a prison deck that runs on enchantments. Naya Enchantments Prison is something creative and am just interested in what people think, feedback or otherwise.
