Kaalia and moat/magus of the moat

Let's say my opponent has a Moat or Magus of the Moat out and I attack with Kaalia of the Vast and trigger her ability. I would not be able to put out something without flying like a Harvester of Souls or Master of Cruelties tapped and attacking right?

That's incorrect.
An effect that says "[something] can't attack" means that [something] can't be declared as an attacker. Effects that put creatures onto the battlefield tapped and attacking do not cause those creatures to be declared as attackers. You declare attackers as a turn-based action at the beginning of the declare attackers step.
