Kaalia, Master of Cruelties and Moat

What happens if I attack with Kaalia of the Vast and I use her ability to bring in Master of Cruelties while having Moat or Magus of the Moat already in play?

That's fine. Effects that put certain restrictions or requirements around how a creature can "attack" only have to do with how you declare attackers at the beginning of the declare attackers step. They don't interfere with other effects that directly put creatures onto the battlefield attacking (remember, this is the same reason the Kaalia + Master trick is able to work in the first place).
