Wild Magic Surge
Destroy target permanent an opponent controls. Its controller reveals cards from the top of their library until they reveal a permanent card that shares a card type with that permanent. They put that card onto the battlefield and the rest on the bottom of their library in a random order.

Hey I like the deck, it's festive and fun. I love the idea of not aiming to win, but smashing faces and just having a good time. Pulling out wins will make it just that much more fun. Couple of notes: Trace of Abundance and Naya Hushblade won't work because is has a Naya color identity, so it's not legal for Gruul commander. May I recommend Overabundance? The newly printed Wild Magic Surge also is perfect with your commander, especially with her triggered ability. Akki blizzard herder is a fun inclusion. Maybe regrowth effects like Once and Future will be good here to get cards back?

I suspect cards like Rite of the Raging Storm would probably work in here, you'd either get in for 5 each turn or get a card, and nobody else can swing at you with the tokens/changelings. Since you can also use Goblin Bombardment after a creature has dealt damage, you can kill any creature before combat actually ends, so you'd still get the card even if they let the creatures hit them. Any token generator that would ever be worth using is probably good in here too, even Orochi Hatchery could draw a lot of cards if people have to block. The best way to force people to block would be any kind of power buff that is global, I like Berserkers' Onslaught in Red, double damage also works well with any other buffs you can add. I guess there is stuff like Judith, the Scourge Diva too. The effect is pretty clunky, but with your Commander Captive Audience looks a lot better, those tokens are much more valuable, and it still usually a death sentence for one player.
Zulaport Cutthroat is a great Aristocrat to look at, I usually don't bother with it but at your budget maybe Butcher of Malakir can be a real nuisance, as can Ogre Slumlord if you're losing lots of non-tokens. If you find yourself running more wipes/removal, Sangromancer can generate a lot of life.
Not sure if they're within your budget, but Fire Covenant and Phyrexian Purge can both clear a ton of other people's stuff. Make an Example might be the best sorcery speed removal effect ever printed, it's non-targeted and uses sacrifice, but you choose the piles that die so you always hit what you need to hit with it. Ashes to Ashes/Reckless Spite can clear a couple bodies. In Rakdos I feel like you want some of the following, Feed the Swarm, Chaos Warp and Wild Magic Surge to deal with awkward permanent types.

Decree of Pain may be good if the big mana is consistent. Wild Magic Surge could be added to give more universal target removal. Thousand-Year Elixir and Lightning Greaves can give Yurlok of Scorch Thrash haste and some added protection.

Alright alright so I got asked to give a bunch of suggestions so here we go. Hoo boy. Gonna try to keep most suggestions low on budget but will include the best slightly expensive cards. First the draw pieces you missed: Rundvelt Hordemaster, Dark-Dweller Oracle, Skullclamp, Subira, Tulzidi Caravanner, Reforge the Soul, Conspicuous Snoop, You Find Some Prisoners. The only actual good ones you got in this draft are Idol of Oblivion and Wheel of Misfortune imo, though most are servicable.
Next up ramp: Mana doublers are too slow for a deck as fast as Krenko, and you don't have the card draw to support such cards in mono-red. Not really. Also with the 4 mana commander having 2 mana ramp becomes much, much more valued. Cheering Fanatic, Liquimetal Torque, Generator Servant, Wily Goblin, Infernal Plunge, Fire Diamond (Yes I know, I think it's fine here).
Haste: Giving Krenko (and his tokens) haste literally puts you a turn ahead over not having it. Crashing Drawbridge, Ashling's Prerogative (Even gives tokens haste too), Generator Servant (multipurpose? Whoa), Goblin Chieftain, Goblin Motivator, Lightning Greaves, Mass Hysteria, Thousand-Year Elixir (tad pricey but repeatable Krenko seems good) Bloodlust Inciter.
Wincons: gotta end the game somehow. Combo's are good: Breath of Fury, Staff of Domination, Thornbite Staff, Umbral Mantle are the best combo lines for Krenko afaik. If not/next to combo, we have good old damage: Coat of Arms, Eldrazi Monument, Impact Tremors, Obelisk of Urd, Skirk Fire Marshal, Purphoros, God of the Forge, Shared Animosity, Devilish Valet, Quest for the Goblin Lord, Throne of the God-Pharaoh.
If we let our opponents do whatever they want we'll have trouble winning, even with our speed. Luckily red has quite some options. Don't forget Liquimetal Torque can turn things into artifacts so we can shoot them easier. Abrade, Chaos Warp, Gempalm Incinerator (great removal spell, terrible creature), Goblin Assassin (wipes the floor with creature decks), Goblin Bombardment, Goblin Cratermaker, Goblin Sharpshooter, Goblin Trashmaster, Goblin Welder (hits opponents too), Mogg Salvage, Pashalik Mons, Skirk Fire Marshal (your board survives this with Coat of Arms or Eldrazi Monument), Furystoke Giant, Shattering Spree, better than Vandalblast, Wild Magic Surge.

It's a bit irresponsible but I usually tap out to cast syr carah so giving her haste to ping is fine but I usually won't be able to cast whatever I impulse draw that turn. The play pattern is usually ramp into Syr Carah, the Bold then on the next turn tap or attack with her to impulse draw chaining 4 mana worth of burn spells till I impulse draw a land.
Ward of Bones and Smoke are excellent recs. HOWEVER. this deck is full on Johnny. all spells must make mana or card advantage and or be a damage dealing instant or sorcery, which with Syr Carah, the Bold is card advantage. except I guess for Wild Magic Surge and Chaos Warp just because I'm not completely irresponsible...
Gamble? yeah. worst case scenario I find Volcanic Spray and put it into the graveyard. Best case I get Repercussion or a needed interaction in hand. It's not like I can discard combo pieces in this deck so it is card advantage or at least a one mana chance at card advantage.

Also, consider Chaos Warp and Feed the Swarm. Some of the very few ways a Rakdos deck can reliably remove enchantments, other than running colorless stuff like All Is Dust and Oblivion Stone. Wild Magic Surge seems okay. Definitely not a bad card--it can destroy problem lands too.
Enchanter's Bane I think is a bit underrated. Not sure it fits the deck but I just remembered it. It keeps working every turn.
