This list goes pretty much all-in on Shrines. You could easily add other win conditions if you'd like to power it up further. This just happens to be cards I own, but budget options would still let you run all the important cards in the deck.

Common lines of play are ramping into Sisay, then tutoring sequential Shrines each turn. Sanctum of Stone Fangs > Sanctum of Fruitful Harvest > Sanctum of Calm Waters > Sanctum of All is the ideal sequence generally.
