This deck is trying to do it all.

I'll do a quick breakdown of the main combos and lines.

Thassa's Oracle or Jace, Wielder of Mysteries + Demonic Consultation or Tainted Pact:

Cast Jace and activate his plus ability or cast Thassa's Oracle, and in response to the triggered ability, cast Demonic Consultation, naming a card that is not in your deck, or casting Tainted Pact, and saying no to every card until you have one card left in library. There is no reason not to take the last card in your library, so you might as well just do that.

Flash/Hulk:

Pile #1: Cast Flash, put Protean Hulk into play, don't pay for it, and fetch Nomads en-Kor, Cephalid Illusionist, Thassa's Oracle, and any 1-drop. Respond to the Oracle's triggered ability by targeting Cephalid Illusionist with Nomads en-Kor until your library is empty. Let the trigger resolve and win the game.

Pile #2: Cast Flash, put Protean Hulk into play, don't pay for it, and fetch Thassa's Oracle, Spellseeker, and any 1-drop. Put Thassa's trigger on the stack first, followed by Spellseeker's ability. Fetch up Demonic Consultation or Tainted Pact and cast them in response to the Oracle trigger, exiling your entire library by naming a card with Consultation that does not exist in your deck, or by always saying no for Tainted Pact until there is only one card left in your library.

Ad Nauseam + Angel's Grace:

Cast Angel's Grace followed by Ad Nauseam. You will drop to a negative life total but your entire deck will be in your hand. Play out mana rocks and Thassa's Oracle, with counter magic backup if possible. Note that you will not be able to alternate cast Force of Will or Mental Misstep since they require you to pay life. You can also use Angel's Grace in a pinch to prevent losing the game on any turn where someone is trying to win. And you can also use Ad Nauseam without Angel's Grace to draw a decent chunk of your deck. The average cmc of this deck is less than 2, so you will draw many cards this way.

Seedborn Muse:

Not really so much of a combo, but a value engine worth mentioning. Fetch it up with Green Sun's Zenith, Eladamri's Call (which can also find other combo pieces), Eldritch Evolution, Neoform, or just any other tutor than can search for any card. This card with Thrasios on the table is already a very good value engine, but if you include Training Grounds and/or Biomancer's Familiar, that is some serious value.

Notion Thief + Windfall/Timetwister:

Your opponent discard their hands and you draw up to 28 cards. It should not be hard to find a win if this combo resolves.

Faeburrow Elder or Bloom Tender + Freed from the Real:

With either Faeburrow or Bloom Tender in play and at least one blue permanent, you can make an arbitrarily large amount of mana to channel into Thrasios's ability, putting all of your lands from your deck into play and drawing all the nonland cards in your library. Play out mana rocks and Thassa's Oracle with various counter magic backup, winning the game.

Dramatic Reversal + Isochron Scepter with Mana Rocks:

Cast Isochron Scepter, imprinting Dramatic Reversal from your hand. In conjunction with 1x mana rock that produces 3 mana, or any combination of mana rocks or mana creatures that produce at least 3 mana, you can activate the Scepter, untapping your mana producers to create an arbitrarily large amount of mana. Channel this into Thrasios's ability, putting all of your lands from your deck into play and drawing all the nonland cards in your library. Play out mana rocks and Thassa's Oracle with various counter magic backup, winning the game.

Muddle the Mixture:

This card is worth mentioning because not only can it serve as interaction for when your opponents are trying to win, but it can also fetch many combo pieces while not being able to be countered through conventional means. It can grab Isochron Scepter or Dramatic Reversal, Thassa's Oracle or Tainted Pact, Flash for the Hulk line, Bloom Tender for the Freed from the Real line, Cyclonic Rift for interaction, or Abrupt Decay for a pesky permanent like Cursed Totem. There are also situations where you may use it to fetch a harder counter like Mana Drain, upgrading your counter spell and producing more mana on your next turn. This is an incredibly flexible card.

Every card in the deck fits into one of these categories:

  1. Combo Pieces - Most of the combo pieces have the added utility of serving some other function other than just winning the game.

  2. Search Cards - Only the most flexible, providing the ability to search for key pieces when the time is right.

  3. Mana Ramp - Not an insane amount of this effect, but enough to get the job done. Almost all of the mana producers provide the ability to be combo pieces as well, combining with Dramatic Scepter or Freed from the Real.

  4. Card Draw - That's the name of the game, ideally you will out draw your opponents and have enough interaction to stop them from winning, while protecting your own win.

  5. Interaction - All are incredibly mana-efficient and flexible enough to stop your opponents while forcing through your own win.

Combo Pieces:

Angel's Grace (can also stop wins in a pinch), Nomads en-Kor, Demonic Consultation (can also be a tutor in a pinch), Cephalid Illusionist, Dramatic Reversal (can also be ramp), Flash, Thassa's Oracle, Tainted Pact (is also a tutor), Bloom Tender (is also ramp), Isochron Scepter, Freed from the Real, Spellseeker (is also a flexible tutor), Timetwister (can also be card advantage), Windfall (same as Timetwister), Faeburrow Elder (is also ramp), Notion Thief (can also get the drop on your opponents and draw many cards), Ad Nauseam (also an efficient card draw spell), Seedborn Muse (provides the ability to interact while drawing cards), Protean Hulk.

Search Cards:

Enlightened Tutor (fetches combo pieces or ramp), Mystical Tutor (fetches combo pieces or interaction, Demonic Consultation (is also a combo piece), Imperial Seal, Vampiric Tutor, Merchant Scroll (fetches Flash or interaction), Muddle the Mixture (is also interaction), Demonic Tutor, Diabolic Intent, Tainted Pact, Lim-Duls Vault, Neoform (creatures only), Spellseeker (is also a combo piece), Eldritch Evolution (creatures only), Protean Hulk (creatures only, fetches combo pieces), Green Sun's Zenith (fetches Seedborn Muse or Bloom Tender / Faeburrow Elder)

Mana Ramp:

Chrome Mox, Lotus Petal, Mana Crypt, Mox Diamond, Birds of Paradise, Carpet of Flowers, Noble Hierarch, Deathrite Shaman (is also interaction), Mana Vault, Sol Ring, Dramatic Reversal (is also a combo piece), Mana Drain (is also interaction), Bloom Tender (is also a combo piece), Arcane Signet, Grim Monolith, Faeburrow Elder, Smothering Tithe, Seedborn Muse (also generates card advantage)

Card Draw

Mystic Remora, Veil of Summer (also protects your spells from countermagic), Dark Confidant, Sylvan Library, Rhystic Study, Timetwister (also combos with Notion Thief), Windfall (same as Timetwister), Notion Thief (combos with the wheel effects), Ad Nauseam (also provides combo win), Seedborn Muse (creates card advantage and also provides mana to interact)

Interaction

Pact of Negation, Silence, Mental Misstep, Chain of Vapor, Dispel, Flusterstorm, Swan Song, Nature's Claim, Veil of Summer (is also a cantrip), Cyclonic Rift, Delay, Trick Bind, Mana Drain (is also ramp), Muddle the Mixture (is also a tutor for combo pieces), Dovin's Veto, Abrupt Decay, Aven Mindcensor, Timetwister (can mess up plans, while being a combo piece or card advantage if you are behind on cards), Windfall (same as Timetwister), Force of Will.

So there you have it, that is The Deck. I'm sure I missed some things but this is the basic idea of The Deck. If you have any questions let me know and I will do my best to answer them.

I hope you enjoy, cheers!
