As for your specific example, if Lifeblood Hydra is cast for , it will go on the stack and - if it resolves - enter the battlefield as a 0/0.

If a trigger kicks off from it entering, such as Ivy Lane Denizen, what will happen is that before that trigger even goes onto the stack, Lifeblood Hydra's State Based Actions will check, see it as a 0/0 and move it to the graveyard.

Now, it still entered the battlefield, so Ivy Lane Denizen will still have their trigger go on the stack, but you won't be able to target Lifeblood Hydra because it will be too late and she'll already be in the graveyard.

Now, if you have an anthem (Typically an enchantment that grants a continuous bonus but really any permanent can do this), such as Collective Blessing, then Lifeblood Hydra will NOT enter the battlefield as a 0/0, it'll enter the battlefield as a 3/3 and thus survive.

Aight so we've got some cuts to make! So I think a good benchmark to shoot for off the bat is 36 lands and 64 non-lands, though with the sheer number of transform lands you have you might be fine at 34 or 35 - I would NOT recommend going that low until you've played a respectable number of games or playtest hands (probably at least 4 games and 30 playtest hands) and you have a solid understanding of how consistently you come in with too few lands.

As far as the cuts, I'd say drop: Rushed Rebirth , Ecological Appreciation , Vona, Butcher of Magan , Silent Sentinel , Resolute Archangel , Aegis of the Gods , Path of Discovery , Shapers' Sanctuary , Springleaf Drum , Perpetual Timepiece , Accomplished Alchemist , Call for Unity OR Collective Blessing (probably the latter), Rune-Tail, Kitsune Ascendant / Rune-Tail's Essence , Elixir of Immortality , Heliod, God of the Sun , Huatli, Radiant Champion . I can give you my rationale one-by-one if you like.

Then add three lands, possibly modal spell-lands like Agadeem's Awakening  Flip. Ideally, more of your lands should be multiple colours, as you have a large colour cost burden in black and white especially (lots of cards that need two or three of the same colour). The cheapest options are the snow taplands, guildgates, refuge lands (give 1 life when they enter the battlefield), and the showlands from Shadows over Innistrad and Strixhaven. There are definitely some mid-range lands that you can pick up for less than $10 that should be a high priority for you: Sunpetal Grove and Godless Shrine to fill out your buddy and shockland sets, the three scrylands a la Temple of Malady , Murmuring Bosk , Canopy Vista , and Scattered Groves . Since your deck doesn't currently have many ways to fetch basic lands, you really shouldn't have many since your colour demands are so high. Also definitely be on the lookout for legendary lands that fit into the deck well! Those will be sweet.

Cool idea, I've never seen wolf tribal before! :-) I'm not familiar with wolf tribal, so I won't recommend specific tribal cards. But I will comment on the general deck structure:

  1. Run more lands. I recommend 35-36. Remove Reliquary Tower and maybe add Ash Barrens and Exotic Orchard as budget color fixing.

  2. I count 15 Ramp spells, but 10-12 are enough. Since you have access to green, you might prefer land ramp over artifact/creature ramp. (Lands are less likely to be destroyed and fetching lands out of the library waters down the odds to draw something more usefull.) I recommend cutting out Selesnya Keyrune ; Selesnya Cluestone ; Skyshroud Claim ; Heraldic Banner ; Elvish Mystic and Fyndhorn Elves . (Maybe keep the evles, if you use them for combat in the late game). Then add Myriad Landscape ; Kodama's Reach and Cultivate .

  3. I count only 3 card draw spells / card advantage effects. Again you should aim for 10-12, but that's though in Selesnya colors on a budget, so maybe 8ish do the trick?! Some suggestions: Garruk, Primal Hunter ; Shamanic Revelation ; Regal Force ; Beast Whisperer ; Yavimaya Elder ; Return of the Wildspeaker . None of these are super budget friendly, but thats as cheap as it gets. You can cheat a little by counting Tranquil Thicket + Secluded Steppe + New Benalia as 1.

  4. I count 6 single target removals and 3 board wipes, which generally is good. But since you play lots of creatures yourself, you don't like board wipes too much. Make it 9ish single target removals and 2 board wipes. I recommend removing Akroma's Vengeance and adding some of the following: Prey Upon ; Collector Ouphe ; Ghost Quarter ; Beast Within ; Scavenger Grounds .

  5. I like the ammount of wolf creatures (and wolf token generatores) and I like the ammount of pump spells (like Collective Blessing ) too. However if you must cut some cards to make space for more card draw/removals/lands, then better cut some pump spells rather than cutting wolf creatures.

DeinoStinkus - I didn't know full board wipes still triggered Atla Palani's second ability, a quick google search confirms such for me. I will definitely be looking to add in a board wipe or two, probably among those you suggested, but do you have any suggestions on what to remove? I'm thinking Collective Blessing, Dictate of Heliod, and Soul Foundry would all be candidates. The first two were just for buffs and the latter was a precon staple, but having to pay the full CMC makes it far less useful than I hoped. Thoughts?

I really like Oketra's Monument in here. I would probably drop Fiery Emancipation (this may move too far away from your commander's activated ability being a primary strategy) and go with an anthem strategy overall as you acquire cards to slot in. Glorious Anthem, Gaea's Anthem, Dictate of Heliod, and, Beastmaster Ascension would all be solid in here. Other targets for removal for me would be Commander's Insignia and True Conviction. True Conviction can be great, but it seems a bit win more as opposed to just going wide and pumping through anthems. Beyond those, if you do lean into the anthem strategy, consider Mirari's Wake, Force of Virtue (can be a fun free play), Collective Blessing, and Spear of Heliod. You might even consider Intangible Virtue.

Have you considered Strionic Resonator to copy your commander's triggers?

Consider Blasphemous Act to replace Chain Reaction.

Consider Shared Animosity in place of Volatile Claws.

I see Heroic Intervention. I think I would also want Teferi's Protection. As a budget replacement, Eerie Interlude can still save a big junk of your board.

Card draw seems light. Just some various options: Runic Armasaur, Mind's Eye, The Immortal Sun (anthem as well), Shamanic Revelation or Collective Unconscious, and, if you want to play in further on tokens, Ulvenwald Mysteries.

I agree on getting the token doublers in here and I also agree they are pricey :). A more budget option would be Second Harvest.

For win-cons, if you decide to switch to a Timmy approach, Craterhoof Behemoth is an obvious choice, and Thunderfoot Baloth would also fit nicely. With all your anthems (assuming you go that route), Humility would certainly be fun. Doesn't see much play, but a janky win con requiring setup is pairing Touch of the Eternal with enchantment destruction on the last end step before your turn, plus you usually want some protection in there. Like I said, a lot of setup :).
