Help me to make this competitive without breaking the bank.

Nekusar is probably my favorite commander of all time but due to budget restraints I can't afford those $50 fetches and may have taken it as far as I can. I need to speed him up so I'm saving up to get Demonic Tutor andVampiric Tutor which should help tremendously. Usually this deck wins by slow-burn but because my meta has started building "Turn-5" decks I have to get ol' Neku up to speed unless I want to just be the guy who helps other people win.
