Sure it's werewolves, but lets be honest, in EDH it's gonna be incredibly hard to keep them on werewolf side so the idea is to make it equally unappealing to have them on humans! With cards like Titan of eternal fire, and various other means to sneak the little nerds in, the goal here is to make werewolves a threat but still have a bit of fear behind my board state when they are humans.
