Balduvian Rage

Monks need a couple Shrines/Honden's so look at those.

Do these monk's use weapons? Flaming Sword, Manriki-Gusari etc.

Master of Pearls, Serene Master, Soltari Monk

Monks scream "protection from creatures" to me so Unquestioned Authority, Spirit Mantle or Holy Mantle

There is also Ixidron morph value, where you play Fathom Seer / Master of Pearls type cards face up, then flip it down with ixie and back up. Battle is that compared to value from things like +1/+1 counters or etbs its not very efficient. It could be a budget list, but its still a bit awkward.

So with the theme of being aggro/removal, and keeping the deck at a budget I'll try and list some budget alternatives that can be upgrades, off the cards I can think of off the top of my head. I'm also noticing a trend with +1/+1 counters so I'll consider those as well

Remove:

Arbor Colossus: He's basically an 11 cost 9/9 that removes one single flying creature

Druid of the Cowl: Two drop mana dork that can be replaced by Llanowar Elves or Elvish Mystic. Though Druid of the Cowl has more toughness, playing one of the others turn 1 helps accelerate you better.

Experiment One: Cool one drop that gives himself counters and can regenerate, but the downside is that your deck does run a lot of creatures with similar low power/toughness creatures making this hard to get passed more than 3 counters without the aid of using resources on him.

Greenwarden of Murasa: I would keep him if you can't get your hands on a Eternal Witness because 3 > 6 mana wise.

Kabira Vindicator: Level up is a cool mechanic, but having to spend 4 mana to cast him and then another 6 mana to give your creatures +1/+1 is pretty bad. Glorious Anthem would already give them +1/+1 OR you can always get Gideon, Ally of Zendikar use his -4 ability immediately and have the emblem to have an almost permanent buff to your creatures.

Knight of Cliffhaven: Same reason as Kabira, 5 mana to have a flying 2/3 is pretty meh. and 14 mana total to have a flying, vigilant 4/4 is the worst.

Sunscorch Regent may not have vigilance, but he does have flying, and gets stronger the more spells that cast as well as gaining you life.

Master of Pearls: Has to be morphed and flipped to have any real usage. Overwhelming Stampede gives your creatures trample on top of whoever has the highest power on your board.

Nekrataal: 4 drop creature version of the 2 drop Terror. Avatar of Woe may not have the etb, but she can become a 2 drop pretty easy and can destroy a creature for you each turn.

Netcaster Spider: Would just replace this with

Longshot Squad, would synergize more with the deck and grants your other creatures +1/+1

Phytotitan

Salt Road Patrol: For aggro, this card is too slow and only boost itself.

Sporemound: You don't have any mana accelerators or extra land drop enablers

Scapeshift: This spells rocks if you Golgari Rot Farm, Selesnya Sanctuary, Orzhov Basilica

Oath of Ajani: Would replace with Abzan Ascendancy, one extra mana for the same first ability, but the second ability will have more usage since you don't run any planeswalkers in the deck which makes the oath just a dead card on the field.

Zendikar's Roil: As mentioned with Sporemound, an alternative with a better landfall effect is Rampaging Baloths

Consume the Meek: This kills your commander and most of your creatures

Cards I would consider adding:

Pir, Imaginative Rascal & Hardened Scales work almost the same way your Winding Constrictor work

Cathars' Crusade: Considered a staple in most creature decks that use +1/+1 counter things

Ivorytusk Fortress: The budget version of Seedborn Muse and synergy with counters

Forgotten Ancient: Allows itself to gain more counters on it while the game continues and can move them to other creatures

Retribution of the Ancients: Great kill enchantment that revolves around +1/+1 counters

Oran-Rief, the Vastwood: Just an all around decent land that gives counters to all your creatures that entered on the same turn.

Definitely a cool budget deck. I would recommend replacing a few creatures with more copies of Jeskai Ascendancy and/or Ojutai's Command.

More specifically, I would add a Lotus-Eye Mystics and subtract a Master of Pearls, or just remove the Master of Pearls altogether.

Also, a second Narset, Enlightened Master would really improve the deck.

Lastly, Flying Crane Technique feels more like a 2-of than a 3-of. I would recommend replacing one with a land, as you're pretty land-light.

To summarize things, here's how I would approach changing the deck (you can take it or leave it):

-2 Master of Pearls+1 Narset, Enlightened Master+1 Lotus-Eye Mystics-1 Lone Missionary+1 Ojutai's Command-1 Flying Crane Technique+1 Mountain

Alright so these next suggestions are bottom of the barrel but I thought it was important just to see them to understand why they're bad. Master of Pearls is not a warrior but is just a normal 2-drop with an upside if it's late game. Dragonscale General is slow and you don't benefit from him until you committed to attacking with him on the board so you don't get to use the counters till your next turn and you would rather have ajani or sorin in his spot.

Anafenza, the Foremost can be quite an aggro card, and I'd work with that. You almost have a human tribal element to the deck, so here's what I'd recommend:
Humans:
- Champion of the Parish - gets big very quickly.
- Avacyn's Pilgrim - extra mana.
- Warden of the First Tree - early game human that gains power quickly.
- Dragonscale General - constant +1/+1 counters at your end step
- Elite Scaleguard - allows for small levels of control.
- Mikaeus, the Lunarch - heavy distribution of +1/1 counters.
- Royal Assassin - a more consistent and less costly ability than Kiku, Night's Flower.

Destruction:
- Go for the Throat
- Putrefy > Murder

Lands:
- Murmuring Bosk, Temple of Silence, Temple of Malady and Temple of Plenty - just make sure you use plenty of dual lands. If you feel these are too slow:
- Temple Garden, Godless Shrine and Overgrown Tomb come in untapped at the expense of life, and they synergise with the friend lands Isolated Chapel, Woodland Cemetery and Sunpetal Grove.

Miscellaneous:
- To make more counters, Doubling Season and Hardened Scales. Doubling Season in particular gets you your assassin tokens as soon as Vraska the Unseen hits the battlefield.

What I'd remove:
- End Hostilities - Unless your meta runs a lot of equipment, this card is a more expensive Wrath of God. In decks with black/white, I'd recommend Merciless Eviction. It costs one more, It's counterable and specific, but it ruins board states like nothing else, and a great way to balance the playing field.
- Ant Queen, Archfiend of Depravity, Hundred-Handed One, Master of Pearls, Precinct Captain and Skylasher don't synergise with the deck, Mageta the Lion may see you discard decent cards and Wall of Omens would offer a better ability than Wall of Essence, but I'll get to the lifelink elements shortly.
- Harrow - don't like the idea of sacrificing a land at all, Explore may prove slightly better.
- To Arms! - I like the card, but there are better cards you could put in its place. Vigilance is obviously bad for Anafenza, but untapping with this card happens once, so it would save you for maybe one or two turns. Masako the Humorless doesn't synergise with the +1/1 strategy, but is a very strategic card for when an opponent thinks you're not able to defend from their attacks.
- Sunbond - you simply don't have enough lifegain to justify this card. Cards like True Conviction and Abzan Battle Priest are good ways to assist, but you would need much more consistent lifegain.
- Acolyte's Reward and Turn the Tables - both of them are rather bad fog effects. Certainly you can kill a creature with them, but the former is to much of a gamble, and the latter requires too much mana to be open. If you feel like running fog effects, Fog itself is blunt and to the point, and Riot Control provides lifegain.
