Why?
I would consider this update the final trimming of the really fatty parts of this deck. The main goal here was to remove some cards that only semi-synergized with the deck and to replace them with cards that really shine light on where this deck succeeds. These changes massively upgrade the token generation capability and the payoff for having them. The cards removed from here were in no ways bad cards, they just didn't quite see eye-to-eye with what the deck should be doing: Generating tokens and being very aggressive, punishing a lack of removal and interaction while also being resilient to creature board wipes. The legion always has more bodies to throw at the problem. See notes on each removal/addition and my thought process for doing so below:
General Kudro of Drannith: Kudro is a very interesting choice, but has 2 big downsides: He requires sacrificing of humans and is restricted to only dealing with creatures with power 4 or greater. This deck doesn't generate enough human tokens to justify using the second ability, especially since I'm limited to only targeting creatures with power 4 or greater. Often threats appear in the form of artifacts, enchantments or weenies that can deny my board and unfortunately, Kudro isn't equipped to handle these.
Lethal Scheme: Probably the worst card of the bunch. At best it's 0 mana to destroy 1 creature/planeswalker, at worst it's 4 mana to destroy 1 creature/planeswalker. Not great removal, and I have plenty of other removal spells
Fervent Charge: The ideal situation is to not have to rely on attack damage to kill my opponents, it's more about the attack triggers here. I think Mirror entity is just a much better/cheaper version of this card if I'm trying to win off of attack damage. It also provides no other value past +2/+2 to only attacking creatures
Commander's Sphere: I'm not starving for card draw, especially with the One Ring, and the extra mana rock is fine, but a nice to have more than anything.
Skullclamp: Similar to Command Sphere, the card draw is nice, but often my tokens end up being used for attacking or attack triggers and quickly build up past 1/1s, so Skullclamp becomes useless. Ashnod's Alter provides much more value than Skullclamp especially when combined with X-cost spells.
Queen Marchesa: She's pretty threatening just because she has Deathtouch and haste, Monarch is also a huge plus, but the last part of the card is way too slow. Generating 1 token with deathtouch per turn just isn't worth passing monarch back and forth between players, and once she's gone, all I am left with is Monarch, her having deathtouch incintivises me to use her to kill a big threat, but her 2rd ability incintivises me to keep her alive, which conflicts with Deathtouch/Haste.
Teysa Karlov: There's like no death triggers in this deck, only sacrifice triggers, and honestly I don't want to build into benefiting off of death triggers, so her first ability provides essentially nothing. Her second ability is a huge up side, but she never stuck around long enough to really use it, and other cards provide me vigilance.
Craig Boone, Novac Guard: Boone essentailly reads "Target player takes X damage where X is the number of Quest Counters on him", he's a cool card, but any good player would take face damage over having their important card be killed. The life gain and reach were big incintives to keeping him in the deck, but he's too slow and doesn't synergize enough with the rest of the deck.
Diabolic Tutor: Worse Demonic Tutor
The Nipton Lottery: I love this card. It's so chaotic and leans into my gambling addiction, but overall, Austere Command is the better boardwipe
Rabble Rousing: Great enchantment to really pump out the tokens, pretty similar to Horn of Gondor and also is less punishing to my board when blocks happen. Ensures I will always be replacing any blocked tokens.
Ojer Taq, Deepest Foundation Flip: Triple the tokens = triple the fun. Gives me more options than Annointed Processon
Goblin Bombardment: Need to push some extra damage/kill a target? We have tons of tokens to do so. Start killing the tokens generated and hit face. Darien + Goblin Bombardment + Bastion of Rememberance = win condition. In fact, Darien + Goblin Bombardment is a pretty nasty way to generate tokens if I start pinging myself for 1 damage and have a Annointed Processon/Ojer Taq on board. Super flexible card when attacking isn't an option
Impact Tremors: We're generating all these tokens, let's get another purphoros adjacent card in the deck to do some real damage more consistently
Ashnod's Altar: When combined with an X-cost spell like Grand Crescendo, or Secure the Wastes, you can double the amount of tokens you have out already
Darien, King of Kjeldor: Punishes hitting my face as well as just an overall good combo enabler.
Greymond, Avacyn's Stalwart: Probably the best human tribal card in Magic, while he doesn't enable alot of my tokens, he gives all my humans insane amounts of value. Since almost all of my creatures spells are human, I think he will be a huge boon.
Mirror Entity: This card is super versatile. I can use it to pump my tokens, avoid board wipes like Austere Command and Meathook Massacre, but it can also be used to turn my tokens into humans/soldiers for cards like Greymond, Horn of Gondor, Myrel, ect.... I have a feeling this card will be a great enabler.

Oh love this deck, Human but especially Human Soldiers are my favorite creatures type, so I'm just going to leave this here, Thalia's Lieutenant some good 1+ 1+ counters. General's Enforcer gotta protect them legendary Humans, and finally General Kudro of Drannith for general buffs, and utility. Hope these are good suggestions.

hmm, i like the idea of using General Kudro of Drannith as a commander. I envisioned using humans as early game, zombies as mid game, and angels as late game cards. When humans die, they come back as zombies while others transcend as angels.
Saskia the Unyielding also sounds very strong for it. It doesnt buff the theme but she is a strong human that also gives access to boros angels, some green humans, Selensia angels, and still have some of the stronger zombies with black mana. No blue but thats alright.

I was thinking has access to a ton of humans that provide utility by sacrifice themselves
Some Examples:Cathar Commando,Priest of Fell Rites,General Kudro of Drannith,Plaguecrafter,Doomed Necromancer,Benevolent Bodyguard,Children of Korlis,Martyr of Sands,Bounty Agent,Garza's Assassin
There to many to list here but there is enough to continually feed Ramos and tormad engine creating 3/3 zombie tokens every turn while also keeping the board in check by recurring the utility

None of your creatures have etb effects except General Kudro of Drannith. Running 7 flicker effects just to save creatures from removal is not a good investment if you have no ETBs to abuse. It requires you to hold up mana, makes your creatures summoning sick, wastes a card on blanking your opp's removal, in general it would just be better to run more threats instead.

As a baseline, you'll need to add lands, which I'm sure you know. Since you're making Treasure and Gold tokens in this deck you'd probably be good with roughly 34-36 lands, leaning more to the most mana color you'll need, say like a 25/25/50 split if thats what you're going for.

Key Angels you may wanna keep: Avacyn, Angel of Hope , Angel of Destiny , Angel of Serenity , Sunblast Angel , Lyra Dawnbringer , Eradicator Valkyrie .

While I do like Gisela, Blade of Goldnight and Tariel, Reckoner of Souls they have a high mana cost as most good Angels do, while Tariel synergizes well with your strategy she does have that randomness factor and would advise a more reliable and consistent option. Gisela speeds up the game. As a player this is good and accelerates the game, but as an opponent my first priority would be to get rid of Gisela and that paints an even bigger target on your back.

Restoration Angel is fantastic for your edict effects, at face value. You'd need to run flicker effects to really make it shine. Basandra, Battle Seraph seems really good, forcing people to attack is nice and it prevents players from casting anything in combat, however it means instant speed removal will be used before the combat step. This also stops you from casting spells in combat.

As for Human synergy, I really like Teysa Karlov , Thalisse, Reverent Medium , Queen Marchesa , General's Enforcer and Fain, the Broker . All of them work very well with the token strategy, especially Teysa and Thalisse

Things I wouldn't necessarily include are cards like Juri, Master of the Revue (as good as she is with Fling ), General Kudro of Drannith (incidental unless you go all in on the Human tribal strategy), Devout Chaplain (same reason for Kudro), or Dire Fleet Hoarder (basically a one time effect unless you jump through the Teysa hoop, yes it does give you a Treasure token, but at a cost of 2 mana and the creature dying).

Things like Ruthless Knave , Pitiless Plunderer , and Impulsive Pilferer perform outstandingly well in terms of more bang for your buck in this case.

As for Demons I really like the Archfiend of Depravity and Rakdos, the Showstopper , their mass sacrifice effects are wonderful, however Rakdos does effect your board heavily unless you play to his synergies, you wouldn't want Negan to die to his effect would you?
-When it comes to your Dragons, I think you hit the nail on the head, nothing I would really change or take out. Allows for Magda, Brazen Outlaw to have a decent outlet if you don't want an artifact.
-Finally, the other things you've got going. Dockside should just be an auto-include, albeit a heavy price tag, but if you can get one you should definitely include it.

Dark Impostor , while mana intensive is still a decent mana sink that can function effectively as targeted removal. Definitely keep your edict creatures, they are super useful and trigger Negan, and thats what you want.

Starnheim Aspirant is useful if you go super heavy into the Angel theme, but if you skimp on the Angel theme this could very often be a dead card.

Storm-Kiln Artist , I like this a lot for this deck, can be a beater, and generates value.

Vault Robber , seems bad, and bad to do. Synergizes with Magda and makes Treasure tokens, but thats really it... PLUS it requires you to have a creature in YOUR grave. I'd cut this, but if you have a reason to play it I'm not seeing immediately play it in your deck.

Viscera Seer , good card, good sac outlet, not much else to say.

Creatures I'd include based on what I've seen: Solemn Simulacrum , Burnished Hart and Mayhem Devil . Some good ramp and a decent damage dealer if you'd like to play a cheap one. Plus the Devil is great at just 3 mana.
Angelic Renewal is basically a one time effect. While good, there are better recursion spells out there, but this one does fit the Angel theme so thats really cool. :D
Aside from that, I think that's a decent spread of enchantments. Nothing to add really, love the inclusion of the Sagas and Revel in Riches .

You could also put Martyr's Bond in for shenanigans, Hidden Stockpile for utility, or Flameshadow Conjuring for more token synergy.

Flickerform is also a unique enchantment, but makes it doubly effective with edict creatures like Plaguecrafter .
- Shiny Impetus is good for token generation, but don't play a sacrifice creature to have that player just get rid of it, deceptively good and bad.

The Eldest Reborn is also another good saga to include if you want another edict type effect, and when it does go off you can get what you want from players' graveyards.
The three signets for your colors, Arcane Signet as well.
Panharmonicon to double up on edict effects.
Wouldn't run Secure the Wastes strictly because it doesn't put Humans into play, play the sorcery option Martial Coup instead if you want a token creator with some OOMPH.
I'd recommend more removal, but with everything else considered I think you're pretty much good here. Really like the Crackling Doom and Vona's Hunger inclusions.
- Approach of the Second Sun : Does provide you an effective way to win, very good card for a deck like this especially if the game goes long.
- Brass's Bounty . Love it, not much else to say.
- Contract Killing fits the theme and the flavor. Love it.
- Damnable Pact is good card draw for you, and useful against someone who flies too close to the sun.
- Debt to the Deathless / Entreat the Angels . While both good, is not something you want to draw into early game or open with. I would highly suggest playing less finisher cards like these, but if you wanna play em don't let me stop you.
- Killing Wave . Love it, super good.
- Necrotic Hex . Expensive, but great effect.
- Excavation Technique is actually a really good spell. Synergizes with Magecraft like WoTC intended and is deceptive for your opponents.
- Increasing Devotion / Finale of Glory . One of these is better than the other. I'll let you decide which is which.
- Heartless Pillage / Seize the Spoils . I really like both of these cards as spells and thematically. They work well for Negan and as spells for you to Pillage and Loot with as you please.
- Ruinous Ultimatum / Tragic Arrogance : Both are fantastic, especially as finisher spells. I'd make a point to include both so you have an option when you're ready to win(IE: Revel in Riches in play with a ton of creatures on board, its akin to vandalblasting with a lettuce on board).

Ok I'm pitching Ramosian Sergeant again - you have 11 changelings this can fetch (& 12 with the Guardian Gladewalker ), so for a reasonable portion of the game this will be a cheaper Birthing Boughs that gets some additional utility with fetching actually good changelings like Masked Vandal or Unsettled Mariner .
And IMO Necrotic Sliver / General Kudro of Drannith / Tolsimir, Friend to Wolves are the worst lords atm, since they're gonna get some of your changelings killed, which is at odds with all the "get as many changelings in play as possible" cards. Your recursion is not amazing either.

Knight of Grace is a great sideboard card; Luminarch Aspirant and Seasoned Hallowblade are 2-drops that scale well, you could even splash black for General Kudro of Drannith instead of Sanctuary Lockdown.
