Turns out Primal Surge is not that great, even in commander. Not when you can run lots of good instants/sorceries that work better in supporting the deck, and when running those cards means that it doesn't auto-win.

So here's version 1.0 of my non-Primal Surge Xenagos, God of Revels deck.
