An effect that can slow everything down is perfect for the first legendary Turtle in the game.

This deck is built around keeping things normal speed for us and tapping or untapping Archelos on opponents turns to either slow them down or speed them up for political points. We can even infinitely tap and untap him by using Cryptolith Rite/Paradise Mantle with Pemmin's Aura/Freed From the Reel attached to him, which we win with by using Mesmeric Orb to mill us, followed by casting Thassa's Oracle or casting a Brainstorm while Labman/Jace Wielder of Mysteries is out.

Oh, and we also have the Isochron Scepter+Dramatic Reversal Combo to feed infinite mana into Villainous Wealth, since that's just a fun thing to do.

There aren't many Sultai commanders that don't care about sacrifice/the grave, and Archelos not only fits that criteria while being just dang good.
