hm maybe the problem was your description was too light for me. i mean all the finishers are not heavy to find but whats more important to know imo is the way to play cards. you could sort your deck in cardroles rather than just types.
so if i understand this correct you have sphinx and nezahal in the deck to improve the probability of topdecking a fatty to hardcast it? that sound terrible in my ears. atleast you could play Sire of Stagnation instead of nezahal.

lol use self-mill like Mirror-Mad Phantasm, Keening Stone, and then kill with Psychic Spiral (for style points, not really as your main plan). For value, TONs of flicker effects (to give Mairsil more ETB triggers), AEtherling.
I would take out most of the "activated ability goodstuff creatures" like the Morphlings that don't a) gain hexproof or protection of some kind, b) flicker themselves, or c) help you win the game via mill. Otherwise, this deck will be impossibly, teeth-grindingly slow.
for mill: Mirko Vosk, Mind Drinker, Consuming Aberration, Fleet Swallower, Jace's Archivist, Sire of Stagnation, Dreamborn Muse, Havengul Lich, Stitcher Geralf, mass bounce like Evacuation, River's Rebuke.
And don't forget a healthy amount of draw/ramp/control to stay alive long enough to mill your opponents out!

Just some 'strictly better' additions (because I run a modern deck using Silumgar as the main win condition). Diabolic Tutor can be replaced by Liliana Vess, who costs more but has way more utility. Expropriate is good with the flavour of the deck.
Last thing, 33 lands not enough in a commander deck with no accelerants. I would suggest cutting some of your expensive mill effects like Sire of Stagnation for some basic lands.
But still, +1 for Silumgar!

So I went through the list this morning.
Like, first up I'm not seeing much in the way of stuff that makes me think "exploration". This feels like a low quality modern cube? It doesn't feel like it provides a coherent theme.
The only two clearly signaled archetypes are U/G and W/B. Even then, W/B has a lot of stuff I wouldn't take like Tainted Sigil, because it is a 3 mana gain life card, and just gains life.
I think one issue you have is...this is an 12 person cube. This means you are gonna struggle to have stuff wheel, archetypes are less viable compared to just grabbing value, and if you draft with less than 12 you might never see important archetype enablers.
Secondly, I would push the themes harder in terms of exploration. Like U/W lands as creatures is cool. That can be pushed further. That can cross over into something like U/B lands with cards like Nettlevine Blight or Underworld Connections or Sire of Stagnation that punishes peoples for lands. Then that can cross over into something like a U/R spell slinging Retrace deck, where you can turn excess lands into spells or spell equivalents with Molten Vortex and Flame Jab, which can intresting stuff going along side it such as a G/W Desert deck?
Like, if you want it themed hard, then I would really suggest breaking the idea down into three parts, so for exploration you could have "monsters lurking in the shadows", "new places to explore" and "heroes going exploring" and divide stuff up between them if you get me?

Hey there! This deck looks pretty solid already, and I don't know how much I can help - it's already in great shape. Here's a few suggestions:
- Grisly Spectacle is a little expensive for an EDH removal spell, but it accomplishes two tasks at once, which can be very valuable.
- Cyclonic Rift is one of the best EDH board wipes in existence, and belongs in pretty much every Blue deck ever.
- Sire of Stagnation can get out of hand pretty quickly with all of the card draw and mill it provides.
- Counterspell also belongs in pretty much every Blue deck ever due to its extreme efficiency and versatility.
- Wrexial, the Risen Deep doesn't mill by itself, but takes heavy advantage of the mill effects in your deck.
- Sepulchral Primordial for the same reason as above.
- Whispersilk Cloak can protect your commander and ensure his attacks connect.
- Whispering Madness is sneakily a mill card, forcing your opponents to draw and discard repeatedly.
- Windfall also has the same effect.
- Same with Jace's Archivist.
- Undead Alchemist also causes some serious mill stuff.
- There's basically no reason not to run Command Tower.
- Bojuka Bog turns off any graveyard shenanigans your opponents have going on.
If you're looking for cards to cut, I'd start with:
- Illusionist's Bracers doesn't do what you want it to do; Mirko Vosk's ability is a triggered ability, not an activated ability.
- I don't know how full your graveyard usually gets, so Psychic Spiral seems a little bad.
- Dimir Keyrune is too expensive for its effect.
- Same with Midnight Recovery.
- Same with Dimir Doppelganger.
- Same with Mindshrieker.
- Same with Riddlekeeper.
- Same with Dimir Cutpurse.

I'd recommend cutting Slagwurm Armor, Hover Barrier, Guiltfeeder, River Kelpie, and Mortivore for Sire of Stagnation, Doorkeeper, Gonti, Lord of Luxury, and Sewer Nemesis, Fraying Sanity. I'd also recommend Silent Arbiter, Riddlekeeper, Manic Scribe, Memory Erosion and Grisly Spectacle as well as Dramatic Reversal + Isochron Scepter or Paradox Engine.

A colorless deck certainly is viable, however, many of its cards can be expensive. It has boardwipes in Ugin, the Spirit Dragon and All Is Dust, interaction in Spine of Ish Sah and Unstable Obelisk, and access to the ramp that all other none-green colors use, plus it now has basic lands (Wastes), helping with the mana base a bit. The only problem is price, as many of these pieces cost a good bit, as well as the real finishers of Ulamog and Kozlilek (this an be ignored, but the deck won't preform as good).
As for devoid, it wouldn't work, because devoid changes the cards color, not its COLOR IDENTITY. This only allows cards like Sire of Stagnation to be played in the decks they normally would be played in, like Dimir in this instance.

Welcome to the Magic community and congrats on building your first deck! You can certainly build around your commander but if you would rather double down on the Lovecraft-style monster theme, consider adding some more ramp to the deck and some cards that will let you do silly things because your sea-monsters. Of course, you can't forget to add some more tentacled monsters as well. With that in mind, here are a some of my suggestions for the deck. Hope this helps and that the building goes well for you!
