So I can totally understand getting back into the game after X years and not having much a collection- and then looking to brew on a budget? Yeah, it can be a bit tough.
I like the build though. It's probably safe to say that if you can get your hands on 2 more copies of the Anointed Procession that's probably the first\ best place to upgrade. I know you don't want to buy more singles, but it is the best card in a token deck. It also doesn't rotate for the next 2 years, so you can play it forever.
However, sticking with a more budget friendly theme here, I'd look to get the Start to Finish up to 4. That gives you more tokens and more hard removal. Another good removal spell that is super cheap is Bone Splinters. Fits perfectly into a deck like this. The glue that you're missing though, is an uncommon Zulaport Cutthroat. He's definitely a 4 of in this build.
I would suggest moving the Authority of the Consuls to the sideboard. It's good against aggressive matches, but you shouldn't need it in the main deck. I also think you can go without the Cartouche of Solidarity. It's ok, but I think the Start is a better card. You can probably get more consistency from the deck if you remove Shamble Back, Oketra, The Captain, and the Master Trinketeer for more of the above cards.

I agree with pretty much everything said! It looks like you're going in the right direction, here's some more options to choose from incase you want more:
Allied ReinforcementsCaptain's ClawsOath of GideonDesolation Twin would be pretty sick as a finisher if you make it that long, probably not a good idea, but thought I'd mention if your local meta is slow.Ethereal Guidance or an instant equivalent could be sideboard-able in my opinionI also like me some one or two of's Unruly Mob and Inspiring Captain for the same reason, but don't let ANY creatures distract you from token generation, that is number one, any synergies that don't generate tokens are just icing on the cake. Focus on tokens FIRST.If you find you have great early game life gain Felidar Sovereign is an option as a one or two of.Call of the Bloodline Shamble Back From Under the Floorboards and Gisa's Bidding are all things in standard.
I'm not saying any of these will be the answer to your problems, but options are always a good thing, and you can mess around to see what works for you! Can't wait to see what you do!

I've been working on a deck very similar to this myself, so I'm glad to see this. Shamble Back is SUCH a good card...honestly, I don't know why it hasn't seen more play. Does everything for one mana- Even get's rid of that pesky Scrapheap Scrounger.

I think Pia Nalaar tries to do too much. If you're building around tokens you should take more cards like Shamble Back, Hanweir Garrison or even Doomed Dissenter but you'll still have a disadvantage against other token-decks with for example Anointed Procession (which is white). Else think nontoken creatures are generally more worth it. Just a sidenote: if you want the unblockable, I'd suggest cards like Magmatic Chasm, Voldaren Duelist or Cartouche of Zeal. If you want the bumping, I'd go for creatures like Ember-Eye Wolf or Lavastep Raider. If you want both in one card: Retreat to Valakut
Leatherankh was also right by saying you should speed up your clock, so Gonti, Lord of Luxury and Walking Ballista are better replaced by cards like Incendiary Flow for burn or cards like that Ember-Eye Wolf or Brazen Scourge for rush damage. Another card I love that you could consider as a finisher is Hijack. It gives you a strong enemy creature, removes a blocker and can thus really do a whole lot in a lot of situations. (it's also hillarious to play on giant creatures like Ulamog, the Ceaseless Hunger)
