Here are some cards you might like: Beast Whisperer, Broodhatch Nantuko, Colossal Majesty, Deep Forest Hermit, Druid's Deliverance, Evolution Sage, Explore, Full Flowering, Gaea's Blessing, Garruk, Primal Hunter, Generous Stray, Giant Adephage, Gilt-Leaf Archdruid (pushing the budget, I know. Just thought I'd throw it out there),Hunter's Insight, Paragon of Eternal Wilds, Rampaging Baloths, Runic Armasaur, Sandwurm Convergence, Second Harvest, Selesnya Eulogist, Seton, Krosan Protector, Shapers' Sanctuary, Snake Umbra, Temur Sabertooth, Verdant Rebirth, Voice of Many.

Figured I'd give you a lot of different choices and you can pick through them for the ones you like.

What I would recommend you do with this deck is turn its focus into a cat and druid tribal deck that incorporates a lot of card draw and token generators along with populate effects. I feel it would bring a lot more synergy to your deck without increasing the price.

IF you ever wanted to break budget a little bit for this deck, I'd suggest maintaining the whole cat/druid/token themes and incorporating a little more of an enchantment focus with cards like Argothian Enchantress, Verduran Enchantress, Yavimaya Enchantress, Eidolon of Blossoms, and Setessan Champion. This would both boost your druid count a bit and your card draw significantly. These combined with enchantments like Beastmaster Ascension, Parallel Lives, Season of Growth and auras such as Keen Sense, and Sixth Sense, would net you a lot of value and power.

You might also consider cutting some of your lands like Blighted Woodland, Desert of the Indomitable, Slippery Karst, and maybe 1 or 2 forests, and adding in more ramp cards. I'd suggest maybe a Kodama's Reach and some artifact ramp like a Mind Stone, but I think you should focus most of your ramp on land auras like Wild Growth, Fertile Ground, Wolfwillow Haven, and Overgrowth. They'd be really nice if you ever decided to go down the Enchantress route.

I knooow this is long I'm sorry but I just see a lot of cool fun and potential in this deck of yours. :^) I tried to keep my recommendations budget but a few pricier choices might've slipped through. I hope this helps!

Pride Sovereign is great, although its probably more for GW. Feline Sovereign is a lord that also gives you artifact/enchantment removal. Prowling Serpopard is obviously great against any sort of counterspell-playing deck, although a bit expensive. Kaheera, the Orphanguard is also sorta expensive but you can just run one as a companion. Generous Stray isn't as good but its cheap and cantrips.

Some other 2-drop green cats are Feral Prowler and Initiate's Companion. Hungry Lynx is super good, but pretty expensive as well.

You could also maybe add some 1-drop cats like Scythe Leopard, Scythe Tiger, or Wild Nacatl (you'd have to run more colors for that though).

I would suggest going into GW colors. Even though the manabase won't be great with budget constraints you get access to so many more cats: Adorned Pouncer, Brimaz, King of Oreskos ($$$$), Leonin Vanguard, Regal Caracal, King of the Pride (this one is OP), Qasali Ambusher, Ajani's Pridemate (good with Leonin Vanguard, etc. This'll also give you good SB options like Felidar Cub/Qasali Pridemage (not sure if needed with Feline sovereign already removing artifacts/enchantments), Dromoka's Command, Leonin Arbiter, etc.

Ahh I see. I think Feral Prowler or Generous Stray are useful for card draw. And I'm thinking about putting Fleecemane Lion in there, possibly instead of Oketra the True? I guess I'll get rid of Heroes' Reunion, but what should I replace it with? I think I have enough creatures, though. I need instants or sorceries that give advantages. Do you think Flower / Flourish would be useful in its place? I don't particularly like shuffling my deck, as that could be as much advantageous as harmful. Haze of Pollen is a card I love just because it stalls the opponent and gives me time to get mana, and like you said it blocks damage.

And I would love to see your cats deck! I don't know what the ideal on 2021 cats are, so that would be very enlightening! <3

Feral Prowler over Generous Stray, even better would be Skullclamp but your deck seems to be budget. Arahbo, Roar of the World is to slow (great in commander). Skyhunter Skirmisher is almost always better than Leonin Skyhunter. Kaheera, the Orphanguard should be more than a one of in main board, also even after companion was killed as a mechanic it should still probably be run as a companion since you already meet the requirement. Guardians' Pledge is just bad, there are better versions of it.

Secluded Steppe should never be run in a 60 card non singleton format, Stirring Wildwood could be run as a two of if you really want to but I wouldn't run more than two of them. Temple of Plenty and all other temple's are to slow, just run basics or throw in the money for shocks/sac lands.

Not sure why your making a budget vintage deck, chances are whatever you want to run will be modern legal. (note Skullclamp isn't modern legal)

Mirari's Wake and Settle the Wreckage are both good cards though Settle does not count as a board wipe since it only hits the attacking creatures of a single player. I'd still look into some wraths and some targeted enchantment/artifact removal.

Regarding some of your changes, I don't know if Ajani's Aid is spectacular. It's mainly designed for use in the planeswalker deck but only prevents damage from a single creature and EDH often has multiple problem creatures at a time. Also, I would ABSOLUTELY remove Steely Resolve. It would give all of your cats shroud and render them untargetable by YOU with things like "Put a +1/+1 counter of each of up to 2 target creatures". While that's a really cool card that I've not seen before, you definitely don't want that in this particular deck. The comparable hexproof card is Privileged Position I believe.

Rhonas' Monument only has 8 targets so it's not as good currently as Oketra's. If you add a few more green cats like Mirri, Cat Warrior, Qasali Slingers (also can be removal), or Generous Stray (meh stats but card draw and look at that flavor text :3) then it would be more worth it. Additionally, take a look at the CMCs of your creatures. Urza's Incubator doesn't help as much as you'd think because very few of the cats actually have 2+ generic mana symbols that could be reduced. I'd remove it for that reason (though normally you'd think it'd be awesome).

Regarding Trostani and populate. I personally don't love populate. And this is coming from someone with a Trostani deck (Trostani, Sisay's Legacy). Populate just lets you copy a single token. The goal of this deck seems to be to make lots of small tokens rather than a few big tokens making populate less attractive.

Oh, I just noticed you have Raksha Golden Cub but only two equipments. I think that makes him one of the weaker cats in the deck since you're not going to cat-equipment route, you're going the cat-token route. Because of that, he's just a 7 mana 3/4 and that's not really great.

Loam Lion, Qasali Pridemage and Path to Exile are all great cards to consider.

I'm also a fan of Generous Stray, it's not as good as Elvish Visionary in elves, but it comes close and card-draw is never a bad thing!

With the printing of Generous Stray, there are now two house cats (the other being Sanctuary Cat) that can defeat trained soldiers in combat. If the artwork of those cards showed lions or tigers, there would be no problem, but does WotC seriously expect the players to believe that ordinary house cats could defeat armed soldiers in combat? What does everyone else say about that?
