Cool deck, but to keep the mana cost down a bit, I would add Thundermaw Hellkite instead of Utvara Hellkite. The game is probably over before you can benefit from that card because a cost of 8 mana is too high.

Now I know that you're not on a budget I can suggest some creatures: Snapcaster Mage is the best. It's played in like 98% off all U/X control decks, but it comes with a high price ticket. Vendilion Clique is a modern staple card too, so definitely consider that card.
One spell I did not suggest is Cryptic Command. It is one of my personal favorites because it has 4 good options and you can use it to react to many different situations. I would play that card 2x.

Inquisition is definitely a mainboard, Thoughtseize can be both. I would suggest a playset of Inquisition of Kozilek mainboard and a bit less removal spells. It's better to prevent things than cure things so this is why Inquisition and Thoughtseize are so good :D

With only 19 lands, you are never able to play cards like Medomai the Ageless and Angel of Serenity. U/W control plays about 24 lands in general, while having a lot of cheaper creatures and spells than you play at the moment. I would drop all cards above 5 mana in general, because cards above 5 mana rarely see play in the modern format, except if you can cheat them in or if they have effects that allow for a cheaper casting like Tasigur, the Golden Fang and Bedlam Reveler.
I can see that there are already very good card suggestions mentioned above. You really want to focus on the removal/counter/draw spells that U/W decks have to offer like JararoNatsu said.
Counters: Mana Leak is definitely the most basic counterspell in the modern format that you need to have in this deck. Remand and Censor are good options too because they both can counter and/or draw a card. 2x Dispel is really good because it stops instants like Fatal Push and Collected Company. There are many other options, so it depends a bit on your budget/local meta I guess. I'll give some things that come to mind: Spell Pierce, Dissolve, Rune Snag, Negate,...

Unless you face a lot of flying creatures in your local community, then playing Matsu sniper mainboard makes sense :D

You're welcome! I forgot to mention, but I would also probably move Matsu-Tribe Sniper to the sideboard. It can work great against 1/1 spirit tokens, but I guess for a mainboard card, it doesn't really do that much?

The new Prowling Serpopard could be a fun addition.
Also consider 2x Seshiro the Anointed, it has a high cmc but you have some mana acceleration with Orochi Sustainer and Sakura-Tribe Elder, so it might work. Lotus Cobra can also help speed up the game.
Last cards I can think of is Wasteland Viper, probably the best 1-drop for this deck!

It has exactly the same power and thoughness as Kird Ape, and even more consistently then Kird Ape cause of the counter + deathtouch as an extra --> beats ape on both offense and defense

It is not a good deck, but for a fun 'casual' modern deck to take to your lgs it can be fun and perhaps suprise your opponents. A 3/3 for 5 is never good in modern, I know :d

What total_euphoria says is right, Pridemage is a selesnya staple card and it is not too expensive because it is a common. I guess adding a playset of Path to Exile is not too expensive either, especially with the recent reprint in Modern Masters 2017. Path to Exile is probably one of the best removal spells in the modern format, and you can use it in many decks so it won't be a waste.
