Our commander is the key to this deck as almost all of our win conditions revolve around having Niv on the table.

To begin he costs for a 5/5 with flying that cant be countered. This is not a great creature on its own but luckily he at least cannot be countered and his other abilities make up for the steep cost.

His next line of text allows him to "whenever you draw a card, Niv Mizzet Parun deals 1 damage to any target." This is going to be our main source of damage to our opponents and since it can target anything it can also be used as targeted removal for creatures or planeswalkers.

The final line of text says "Whenever a player casts an instant or sorcery spell, draw a card." This ability will draw us a ton of cards as playing a wheel spell draws an additional card on top of the original wheel. In addition to this, it is whenever "a player" casts an instant or sorcery so count yourself lucky if you run up against another spell slinger deck.

To start off, 17 islands and 9 mountains, I have found this to be a pretty ideal, not ever really giving me too much but enough of each color. Then, four dual lands, a command tower, Terramorphic Expanse and Evolving Wilds , a Lonely Sandbar , and a Temple of the False God to round out the mana base and fill out the curve.
In order to get out Niv as soon as possible, we need to ramp as much as possible, especially in the first three turns. For the ideal opening, you would play a land, then Sol Ring then Izzet Signet . We also have colored mana artifacts and many that provide other benefits such as Seer's Lantern , Thought Vessel , and Hedron Archive .
These artifacts confer us some other very useful benefits that can help boost our deck's power such as a Crystal Ball to let us know what is coming next and shuffle it away if need be. An Elixir of Immortality , which can move our graveyard back in order to draw more cards when we run out, and a Library of Leng to give us no max hand and protect from discard.
There are several win-cons within this deck the first being the enchantments Curiosity , and Ophidian Eye and the soulbond of Tandem Lookout which can be put on either Niv-Mizzet, Parun or Niv-Mizzet, the Firemind . These will allow you to draw every card in your deck. Just be sure not to mill yourself out. Other win-cons include Enter the Infinite to deal damage with niv or the crawler. The other win con is Laboratory Maniac where you want to mill yourself out in order to win.
