Welcome to the Rashmi budget cEDH list! I originally built Rashmi as a value-based commander in a non-competitive way, but then stumbled upon some articles detailing a control variant of her that was viable in cEDH. This is my spin on those ideas!
The cEDH format is naturally very expensive, as it has access to some of the most powerful cards in all magic, including vintage and legacy powerhouses, strong mana-fixing, and quick combos. This deck is built without having cards that will bust your bank, with a budget of $500 US.
There are a couple reasons why Rashmi is amazing. For one, her ability creates value and makes one-for-one plays in a multiplayer format possible (and sometimes two-for-one!), as counterspells cast on opponents' turns will always draw us a card if she's out at least!

Also, in comparison to other control decks (namely Tasigur, the Golden Fang and Baral, Chief of Compliance ), Rashmi has blue spells for control but also green for ramp and versatility, and only a two-color manabase (don't need near the amount of shocks/duals and fetches that 3+ color decks will). She's also an inexpensive card in general.

Though the control deck plan means we will be stalling as long as possible, there's still a few things to know while piloting the deck to be aware of.
