A budget Commander deck centered around Strephan and associates making tons of blood tokens, then spending them in various ways. Like saccing the tokens to trigger Madness cards in hand, tapping them for mana to cast Improvise cards, and good ol' Glass-Cast Heart or Bolas's Citadel to bomb the table.

At the time of making this (November 2021), the average TCG price for this deck is <$50, but that will fluctuate as time goes on. Also, you may be able to pick up a good majority of these cards from the Vampiric Bloodline commander deck and save money that way.
