First off I wanna say welcome to the game. If you like the thought of chess played with cards you’ll really enjoy this game. And welcome to commander. Now on to helping you out a bit. In commander you want to have at least 32-38 lands in your deck depending on your average mana cost of rest of your deck. If you’re not running many mana rocks like in this deck you’ld want at least 40-42 lands or add 4-6 more rocks. The rule of thumb I’ve learned is 36-38 lands and 6-8 rocks is the average for these decks. Now for some possible additions to your deck. With all the life gain in this deck Ayli, Eternal Pilgrim would be a great addition to it mainly for her removal ability. I would exchange it for the God-Pharaoh's Statue which I think doesn’t really fit in here with the theme you have going. And going through the rest of your list I can’t really think of any other changes I’ld make. Will continue checking it out and let you know if I can see anything else to add.

Cut Chandra, Fire Artisan for Ugin or any enchantment removal. Mono red struggles with that and if someone has a troubling enchantment, then you're in trouble. I see Chaos Warp in the maybeboard, curious why it isn't included?
While I usually like to employ loads of non-basics in my mono color decks, I feel that in Torbran it wouldn't be the best given that burning earth hurts you as well. I don't see the benefit of a lot of your non-basics lands to justify it. Play it out, let me know how it goes, I could be wrong.
Wheel of Fortune - Card draw
Humble Defector - More card draw + politics (you remember our recent humble swaps)
Volcanic Offering - Such a good card, lots of value, 4 effects in 1 card = destroy 2 nonbasic lands and 2 creatures for 5 mana instant speed. Great value IMO.
Inventors' Fair - Tutor with minimal yet noticeable lifegain. Has saved me in Norin a couple times, a staple for any deck with 20+ artifacts.

Benthehen333 - Absolutely! Not a problem. Excited to see the "Still Budget Upgrade List" for sure! I'm hoping to branch out and get more fun "Budget" decks after I made my first EDH Deck modeled after a Voltron Kozilek, the Great Distortion . The deck is a little strong for my meta as well, with the exception of two other not budget decks. If you care to see it: Koz, Colorless EDH Deck
To answer your question I looked at The Tax Man Cometh by KayneMarco and I would prefer you didn't by Molesto-the-Egregious as references: Disruptive Student , Vodalian Mage , Disruptive Pitmage , Turn Aside , Approach of the Second Sun , Kasmina, Enigmatic Mentor , Dovin, Hand of Control , God-Pharaoh's Statue , Monastery Siege , War Tax , Lavinia, Azorius Renegade , Daxos of Meletis , Baird, Steward of Argive , Aven Mindcensor , Teyo, the Shieldmage , The Wanderer , Time Wipe , Foresee , Azor's Elocutors , and Marble Diamond are several Non-Land Sub $1 cards I saw in there as well. The list goes on, for sure. I didn't look into it beyond this but any W/U or Colorless card that let's you draw when an opponent draws would be fantastic. Mind's Eye would be a good Sub $5 card I know of, if there were to be upgrades in that deck.

Some kind of Ghostly Prison War Tax or Magus of the Tabernacle would help offset the low creature count and keep a more or less even playing field with your opponents with various forms of mana deprivation. God-Pharaoh's Statue and Feroz's Ban are other cards I thought of after seeing the low creature count and Grand Arbiter Augustin IV . I'm not a great deck builder, but I find mana deprivation to be even more effective than removal at controlling the pace. Looks like a strong deck in general, I really like the spell slinger feel this deck has.

I run Aminatou as my main commander, and i like the idea.
If youre going to run cards like Aura of Silence you might wanna run the rest of the stuff like that, too. Kasmina, Enigmatic Mentor , Dovin, Hand of Control , God-Pharaoh's Statue . The planeswalkers can be flickered for extra value as well.
And i feel Reality Acid is required removal for Aminatou. 3cmc, and ruling says you still control it even when their things are enchanted. So go ahead and flicker the crap out of it and destroy everything they know and love.
Theres a ton of different ways to go infinite with various combinations of Felidar Guardian , Panharmonicon , Oath of Teferi , Spark Double ... Shameless plug, you can check out my deck for a listing of alot of them.
I love her as a commander so much and i love seeing other peoples takes and ideas.

Okay, so that makes sense, I assume I could use Leyline of Anticipation , Teferi, Mage of Zhalfir , Behold the Beyond finding Show and Tell , Omniscience and Enter the Infinite as well as a Counterspell . Pretty easy win from there. Beacon of Tomorrows , Time Stop , Spellbook , Narset's Reversal , God-Pharaoh's Statue , Elixir of Immortality , and a ton of Islands to cast Show and Tell .

Okay, better than my previous deck:
In deck: Firemind's Foresight (to be fetched with Merchant Scroll ) which can fetch Mystical Tutor , Trickbind (To stop abilities that the teferis don't stop), and Archmage's Charm . This will let you put Enter the Infinite . This lets you play any cantrip, such as Opt , for the last card Beacon of Tomorrows , shuffling it into your deck, Reliquary Tower as your land for turn, and holding up effectively 100 counterspells and answers and removal, as you play Beacon of Tomorrows , uncounterably, over and over, until your ten turns are done.
Once that is done, use an effect like God-Pharaoh's Statue to end the game.
