We want to make room for some cards to help you get more dinosaurs onto the battlefield faster, and to interact with your opponents threats and spells. If you increase your card draw, you'll still draw into enough creatures to overwhelm your opponent.
This tutors for a dinosaur and can trigger your engrage abilities. Sick combo with Polyraptor.
This is going to serve as persistent card draw for keeping creatures on board, which you aim to do anyway.
Both of these cards allow you to draw a card when a creature enters play.
These can have two uses: the first use is on attack, but it also can be cast to safeguard your board from effects like Wrath of God .
Like above, this protects your creatures from board wipes, but also works against exile and -x/-x effects like Toxic Deluge .
Losing an expensive creature feels bad. Bringing it back to the battlefield for less than its casting cost helps take the sting away.

Finale of Devastation is flavorful and rewards you for going big on mana.
Upgrading the mana base: I would start by replacing the "gain 1 life" lands with the "scry" lands in Core 2020, which can be had for about $2 each. From there I might look at getting a Krosan Verge and Growing Rites of Itlimoc Flip, and gradually upgrading over time.
What else to cut / Replace
I might nix Explore and Lay of the Land , and replace them with Domri, Chaos Bringer or Domri, Anarch of Bolas (which can provide mana and either card draw or removal), or Zacama, Primal Calamity , which you essentially cast for free (or gain mana from, if you're using Itlimoc, Cradle of the Sun )), since it untaps your lands if you cast it from your hand.

Well, if you wanna go in on tribal stuff, I say Mono-Elves is a good place to be, but if you don't have a lot of tribal support, mixing dinos and elves doesn't really matter.
As it looks right now, you can basically just run whatever creature types you want to, Only Thrash of Raptors will care :)

Well you have too many high cost cards and too few ramp ones...
I would add 4 Llanowar Elves and cut 1 Sun-Crowned Hunters, 2 Thrash of Raptors, 1 Forerunner of the Empire. you really need that turn 1 play.
Thunderherd Migration is also a good card to ramp and fix your mana (i would go up to 23 lands aswell)

Fun deck concept! I swapped out Thrash of Raptors for Imperial Aerosaur since I like fliers and they also have the same converted mana cost. I also swapped a Mountain for an Unclaimed Territory to help balance the added white cards. Plays fast and you can win with very little mana with the Kinjalli's Callers and Otepec Huntmasters!

This is my first time building an EDH deck and I was curious what could be improved.
I want to add in a boardwipe like Wrath of God or Planar Cleansing and switch something out for Wakening Sun's Avatar and then I don't have Command Tower or Reliquary Tower in and don't know if they're "required".

You need Pyrohemia. It is the best enrage enabler, period. It also can wipe boards since most of your creatures are higher toughness than your opponents'.
I would replace Huatli, Warrior Poet with Huatli, Dinosaur Knight. I like Lightning Greaves a lot because it protects your big dino's from spot removal and gives them haste. I think the storage lands are too slow and would cut them for lands that are faster or have better effects. Path of Ancestry is pretty great in my Gishath deck. I don't have Decimate in my deck because if no opponents have artifacts or enchantments I am forced to destroy one of my own, which tend to be high impact. I like Hull Breach better. AEther Flash is an excellent card for your enrage dinos. It also shuts down decks that go wide with smaller creatures. Taurean Mauler is a great card and counts as a dino. Congregation at Dawn is great for stacking your deck for Gishath, Descendants' Path, and Herald's Horn.
I think your most cuttable creatures are Imperial Ceratops and Thrash of Raptors. I already mentioned the storage lands. Tbh your mana base could be sped up considerable but that can get very expensive very fast. Rogue's Passage is good for making sure Gishath hits.
