Hey RhythmBeast thanks for checking out the list. If you ever get a list of your own together I would love to take a look! As for your suggestions. Ixidor's Will is nice but, the way this deck operates currently most turns you’re not left with a lot of mana. Usually only two mana at best. So until I can get some copies of free cost counters (ie. Force of Will, Pact of Negation, etc.) I’m running counters that have two colored mana costs like Counterspell and Logic Knot. As if I plan to use something like Logic Knot I can usually keep up Kaza or an Untapper. There’s also a much higher chance of Ixidor's Will being a dead draw because of little or no wizards on board. And if I’m in a situation with no little or no wizards, cards like Logic Knot can still be used effectively for cheaper. Where as Ixidor's Will would cost more and potentially do less. I’m definitely going to add Kasmina, Enigmatic Mentor to the Maybeboard. It’s a lot of mana for not a whole lot I feel like. Mostly because the play group I’m in doesn’t really have a lot of targeted removal or other things that Kasmina would help with. So if the meta of my play group changes I definitely will consider adding it in for more protection. I really like Banefire! Any card that has additional bonus for a high X values has a lot of synergy in this deck. Additionally, it’s only one colored mana which I feel could really come in clutch in a pinch so Banefire will probably replace one of my other X burn spells! Great list! I was looking to build a Kaza deck because I think the card is extremely underrated, but ended up puting it into the 99 of an Inalla deck until I figure out a good build. This is a fantastic start. A couple cards came to mind when I saw the way you are going with the deck- Ixidor's Will, Kasmina, Enigmatic Mentor, and Banefire.

As I usually do with these budget decks, I like to come up with a few non-budget suggestions. Firstly, Reliquary Tower and Laboratory Maniac seem like obvious choices, and Ixidor's Will seems like a really good option for a counter. Similarly, Patron Wizard could fill in the same slot, as a really good counter ability. And I've always fount it hard to go wrong with Lighthouse Chronologist

Ulamog, the Infinite Gyre is not out of place at all, to start off. When comboing with Mind Over Matter, having an Ulamog to discard, (and then shuffle those cards right back into your library) is great graveyard shuffling technique, especially since it can be done at instant speed.
Your counterspells are rather situational. Hard Counters are much more effective, here are some examples:
Mana Drain (Not budget)
Cryptic Command (not budget)
Pact of Negation (not budget)
Force of Will (not budget)
I don't know how competitive you want the deck to be, but my further suggestions will make this deck rather difficult to play against.
Nykthos, Shrine to Nyx (Should be in any mono-colored deck)
Palinchron (Infinite colored mana with the right combo)
Deadeye Navigator (Combo's with Palinchron, Archaeomancer and Azami, Lady of Scrolls)
Archeomancer (Recurring counterspells or bounce spells is important in EDH)
Beguiler of Wills (Stealing threats is also important. + it's a wizard)
Kira, Great Glass-Spinner (Great protection for your otherwise vulnerable, tiny wizard creatures)
Lighthouse Chronologist (Again, extra turns in EDH is huge, and its level up is rather easy to pull off)
Fallowsage (combos well with Azami, Lady of Scrolls)
Memnarch (A staple wizard. Combos off with infinite mana)
Stonybrook Banneret (The more mana you can leave up for counterspells, the better. Plus, also a wizard)
Supreme Inquisitor (Great card control in general, and an alternate win con with infinite mana + Deadeye)
Surgespanner (Bouncing at instant speed, and its ability even combos off of Azami, Lady of Scrolls)
Voidmage Apprentice (Required!! Stops split-second spells!!)
Willbender (Also required! Also can affect split-second spells like Krosan Grip or Wipe Away)
Wipe Away (split second permanent bouncing is good)
Boomerang (Again, permanent bouncing is better)
Capsize (Again, again, permanent bouncing! Combos off with infinite mana)
Mindbreak Trap (Required!! Stops uncounterable cards Surrak Dragonclaw, Supreme Verdict)
Misdirection (Good surprise card to use to protect you and your permanents)
Echoing Truth (Annihilates tokens EG: Krenko, Mob Boss)
Time Stop (Also stops uncounterable spells. And anything you hate, in general)
Intruder Alarm (Combos Really well with Azami, Lady of Scrolls)
Telepathy (Knowing what's in the hands makes it easy to know when and what to counter)
Beacon of Tomorrow (infinite turns with Mind Over Matter)
Knowledge Pool (One of hardest locks in MTG when paired with Teferi, Mage of Zhalfir)
Lullmage Mentor (You will get many tokens. Combos great with Kira, Great Glass-Spinner)
Guile (Again, stealing things in EDH is important, and this is an easy way to steal stuff)
Azami is my baby girl, and my greatest passion comes into Azami decks. If you put at least half of these in your deck, you will be extremely hard to deal with, and if you add them all, it'll be close to impossible. Anyway, good luck! If you have thoughts on any of my suggestions, let us discuss! :)

First off, I wanna say, wizard tribal has and always will be a personal favorite of mine. So, +1 for showing common interests! And now on to suggestions and whatnot.
Beguiler of Wills is a strong card to have, with it being a wizard, and with the ability to steal other creatures that are potential threats. The "Must have more creatures than the power of stolen creature" is never a problem. Where be the Fallowsage? Extra card draw from it being tapped for whatever reason, is really good, especially in a deck that revolves around drawing cards. Fatespinner is another great card that locks down opponents from doing everything they want. From experience, they will skip combat, which is very helpful to furthering your own board position without fear of being attacked.
Information Dealer would be a good addition. The more wizards you have, the stronger he is. What better way to play then draw exactly the cards you want at instant speed. Also, for additional protection, Kira, Great Glass-Spinner provides a great barrier each turn against targeted bad-stuff.
Let's talk a little about prevention tactics and cards that go well with it. First off, throw in a Lullmage Mentor, because if you have that and Kira and/or Patron Wizard in play, you will be getting many tokens. While your counterspell stash is good, there are some better options out there that are either cheaper, or aren't situational. Cancel, Faerie Trickery, Dissipate, Ixidor's Will, Dream Fracture, Vex, or Thassa's Rebuff.
You have some instant speed bounce spells, but there are some better ones that you might consider running. While they may be more expensive mana-wise, they provide more effects. Capsize, Wipe Away, Temporal Adept, and Surgespanner.
Let's get back to talking about protection from things. Except now we'll talk about certain situations that are rather hard to escape from unharmed. First and foremost, find a spot for Willbender and Voidmage Apprentice. These two are non-negotiable. If you are playing mono-blue, you must have these cards. Voidmage Apprentice is one of the very few ways to successfully stop a spell with split second because morphing doesn't use the stack. In addition, you would be screwed if someone played a Supreme Verdict or something that can't be countered, because you only have one card to handle it and that is Time Stop. Throw in a Mindbreak Trap. It can easily exile un-counterable spells off the stack. Misdirection is another great card that not many people are expecting. Voidmage Husher is also great to stop cards like Oblivion Stone or Perilous Vault.
Something to note: If you're playing Teferi, Mage of Zhalfir, you must play Knowledge Pool as well as those two together make one of the hardest lock downs known to Magic.
As for enchantments, Mind Over Matter is great. Intruder Alarm is also great. It combos off with many of your creatures that tap for things, and for your commander's ability as well. Future Sight would be good. It adds additional "card draw". Leyline of Anticipation of course, because who plays things on their own turn?
I don't know if you're on a budget or not, but Palinchron is a much better choice than Great Whale. Exact same card, but with the added protection of being able to bounce itself. So, you technically don't even need a Deadeye Navigator if you have Palinchron and the right lands.
Speaking of lands, I notice you don't have a Nykthos, Shrine to Nyx. In any mono-colored deck, this card is a must. Get one. It combos really well with Great Whale/Palinchron.
