This deck is focused on locking out your opponents, then slowly winning by bashing them with something like Luminarch Ascension .

Despite this being an azorious control deck, I avoided any cards with a taxing effect. Taxing effects, such as the one with Thalia, Guardian of Thraben or GAAIV, aren't too synergistic with Lavinia as they make zero drops playable again.

Here's a list of the components of this deck, and explanations as to how they all work together:

Combos

Lavinia plus the first three all act as locks. With Eye of the Storm being the least powerful of the three, generally putting out any of these will gear you towards victory. Eye of the Storm is definitely the easiest to deal with, but can still be devastating; especially against storm. Denying your opponents the ability to exploit Dream Halls also works well with Lavinia.

There is also Helm of Obedience + Rest in Peace to mill your opponents' entire libraries. I included this combo since both of these cards work nicely on their own, and adding another wincon opens up more options. Isochron Scepter + Silence is by no means a pure lock, but it can prove to be quite difficult to deal with, especially in 1v1s. Otherwise, the scepter can still be used with other good spells, like Enlightened Tutor to easily fetch the wincons.

Tutors

The tutors are mainly here to look for the Knowledge Pool or Omen Machine , as they are your primary wincons.

Removal

After establishing a lock, these can be very useful to more firmly secure it.

Draw Engines

These are obviously an important component to the deck, as they sculpt through your deck for the wincons.

Counters

I wanted to include a good amount of counters to better ensure that Knowledge Pool or Omen Machine can be cast. Delay pretty much works nicely as an even cheaper Counterspell when Lavinia is out. Muddle the Mixture is in here since it can search for some powerful cards like Rest in Peace or Isochron Scepter .

Mana Rocks

A good amount of these can help to pump out the combo setups faster.

Denial/Coverage

Lastly, these cards limit your opponents' available actions, making the locks work more securely.

This approach to Lavinia as a commander is mainly focused on the card's combo potential, which sort of ends up working as a control/stax deck. This deck is (sort of) meant for cEDH. I don't expect it to compete as well against some of the other cEDH decks out there, but I do hope that it can at least firmly hold its ground.
