You should play this deck if you like: drawing cards, incremental value, constantly asking your opponents if they have any blocks, and slapping some ninjas on the board tapped and attacking. You should avoid this deck if you like: thinking, winning in a single turn, actually paying mana for your commander, or not immediately losing to Gilded Drake
Hi, my name is GhostOfKings, and I have been playing Yuriko since she was released. This is the list that I currently run in our cEDH meta, updated to include card(s) from Theros: Beyond Death. Here's how the deck works:

Turn 1: Play an evasive creature

Turn 2: Attack with said creature, and ninjutsu Yuriko from the command zone

Turn 3: Just kinda keep doing that for the whole game until you win

Seriously, this deck mostly plays itself in the early game. Use ninjas to draw cards, drown your opponents in value while slowly killing them with Yuriko triggers. Once you establish board superiority, your job is to maintain it with counterspells. The best counterspells are the kind that counter your opponents whole turn by replacing it with your own, which is why we run gratuitous extra turn spells to close out the game.

So, lets assume you managed to play the first five turns of the game without dying or getting board wiped, you countered a few cards, and now you're itching to end the game. What do you do? Assuming you aren't completely unlucky, you should be doing ~3 damage to your opponents per Yuriko trigger. With this in mind, your opponents should be pretty low as it is. Why not use Mystical Tutor to put Temporal Trespass on top of your library in response to a Yuriko trigger for a surprise 11 damage, then take an extra turn? If you have enough tutors / recursion, you can chain extra turn spells to really rack up the damage. Or, you could use Thassa's Oracle to win the game; either respond to it's trigger with Demonic Consultation naming Questing Phelddagrif (or any other card not in the deck), or equip Shuko to Cephalid Illusionist over and over to mill yourself first. It couldn't be easier!
Here's an explanation of some potentially confusing card choices.

Why Ornithopter? Because it is an evasive creature that you can swing with, ninjutsu in Yuriko, and then immediately recast to do so again next combat. Unironically one of the best creatures in the deck.

Why Insidious Dreams over something like Vampiric Tutor? If you own a Vamp Tutor, it should be in this deck, but I wouldn't replace Insidious Dreams. It may seem like a steep cost, but with a good number of ninjas on the board, you can essentially wheel for whatever hand you want in the late game.

Why Snuff Out? It's really solid removal that costs 0, but I personally think it's better in this deck than something like Slaughter Pact because we need most of our mana each turn, so paying the would be a little steep.

Why Unified Will? It's a solid counterspell, and you almost always have more creatures than other people at a cEDH table.

Why Cursed Totem? The cost of putting it in the deck is very low, because we have almost no activated abilities. Remember, ninjutsu isn't blocked by Cursed Totem, because they aren't creatures in your hand.

Why Mox Amber? We almost always have Yuriko on the battlefield, so this does a decent impression of a regular mox in our deck.

Why Smoke Shroud? The ability to make any given ninja evasive is really good, on top of being hard to remove in any meaningful way.

Why only 27 lands? I'm a greedy bastard.

No seriously, your deck has 10 mana spells in it. How are you going to cast those? Listen, I have no problem with you playing 30 lands and more fast mana if you want to build this deck, but if you can't see the beauty in this madness then this isn't a deck for you
