Once upon a time when Tolarian Academy wasn't a restricted or a banned card I had a legacy deck that ran four of them as my only land, and won by decking my opponents no later than my fourth turn, normally on the third turn, and with a perfect draw on my first turn.

I stopped playing for about ten years, when when I started again, and began playing Commander, I wanted to make a similar deck. This deck has a few similar mechanics. Minus the Tolarian Academy obviously.

The idea here is to start drawing extra cards as quickly as possible, and to keep drawing cards until you have what you need to end the game. The bulk of the deck is control magic, with as many free or low cost counter spells as possible, like Force of Will , Force of Negation , Pact of Negation , Mana Drain . There are a handful of cards to help protect from creatures attacking you like Fog Bank , Silent Arbiter , and Energy Field and Glacial Chasm .

You can combo off with Mind Over Matter , Library of Leng , Temple Bell , causing your opponents to draw out. Or you can get Laboratory Maniac , or Jace, Wielder of Mysteries out and force yourself to draw out.
