looks pretty sweet and I'm sure it was a blast in standard! Vela is a good choice for the commander since the rats hit hard but are kinda squishy. If you feel you want more card draw you should check out Kindred Discovery, Distant Melody, or Vanquisher's Banner.
Some other cards to consider might be Rite of Replication. When kicked you can copy a rat for a +5 to all your rats or you can even copy vela to deal a quick 20 damage to all your opponents. Metallic Mimic, Pack's Disdain, Cover of Darkness (if you feel like you have a hard time keeping vela out), Return from Extinction, Marrow-Gnawer, Pack Rat, Blade of Selves

I always love budget decks and tribal decks. Some cards that might help the tribe out: Return from Extinction for recursion, Roar of the Crowd for burn, and Pack's Disdain for removal. The last two might not be needed since the Allies do a good job at both of those actions, but the recus

Mortlocke My land base is fine for me, i am not going to spend money on land, i will add though spells that get me land.
Cruel Ultimatum I already cut that card from my deck since it was not performing well when i was playing the deck, (the only reason is still on this decklist is because i haven't had the time to update my tappedout)
Return from Extinction was always in the 99 from the begining.

I'm not trying to push your deck in a more competetive direction, only a more consistent one. I'm trying to get into your headspace when it comes to deck modifications as I think you have a great start for a Sliver Tribal build. The only issue is that your deck needs tweaking to promote synergy between the 99 and your General. I'm glad you're taking my advice with some of the previous card suggestions, but from now on I think you should be focusing on interaction, ramp, and top-deck manipulation. Those are themes your deck needs to be more inclusive on to be more successful - not necessarily more competetive. Here are some more suggestions for cuts:
Cruel Ultimatium - absurdly high cost for interaction. You could easily cut this for more efficient/effective spells that come out sooner (basically when you need them). I've already mentioned some before, but Beast Within/Generous Gift/Assassin's Trophy/Winds of Abandon/Abrupt Decay. Some are slightly more expensive price wise, but I would recommend any of these cards for what's in that slot.
Aphetto Dredging - is cool and oldschool. BUT there's the even cooler Return from Extinction. The icing on top is that it is a Sliver themed spell. I just love this card, and I think it will serve you very well.
Also, how do you feel about your landbase? I have some budget suggestions I'm getting together for you that are friendly to the wallet, but at the same time can give you something to save up for and look forward to. I'll likely post that sometime tonight or tomorrow.

i suppose Contamination is Contaminated Ground, right? Otherwise, interesting build - I cannot afford the oubliettes, but would not miss them as Victim of Night and I have reservations on undying evil, as you want the opponent to kill of your creatures, which is not something super good to hold up. It is better to be proactive (and selective), rather than reactive with things like the new Omen of the Dead or the Return from Extinction - you have three creature types in your deck so that is almost always giving you a 2-for-1 return.

grisly salvage and Grapple with the Past are similar cards. Early game GS is better and if you are adding one of the suggested recursion cards i would therefore ditch grapple. doom blade is a good swap out for nameless inversion.
I think your creature count is probably a little high:
Moldgraf Scavenger - is not the most active creature in the deck a 0/4 isn't great early game and a 3/4 is not great late game
Ghoultree & Nemesis of Mortals do not have any evasion or trample so i'm not sure how often they will win you the game in a deck that cant give them either.

erm at the moment you can't trigger delirium as you do not have 4 card types in the deck! Add some sorcery cards and some artifacts to help.
Traveler's Amulet is a nice self sacing artifact
I would recomend Nameless Inversion over some of your other instants as it is removal/ pump spell but tribal is one of the card types that can trigger delirium.
