Would it be good, or maybe bad, if the cards (or rules?) were changed to have “target player” include planeswalkers? Or maybe this has already happened... sort of? An example of what I’m talking about would be to have Earthquake hit planeswalkers because they’re included under “players.” They’re not creatures,so you can’t Terror them, but you can Lightning Bolt them with an “any target” spell. Changing earthquake would then make Magmaquake less useful, but I feel like fixing this blind spot might make PWs more manageable. Please help me understand PWs better and work through the logic of whether a change like that might be bad. Thanks all!

Glancing through your cards, your deck's problem might be because you're building it based on best-case scenario, with tons of clones and blink synergies. (In my playgroup, Miirym always gets removed before her untap step, so the Miirym player does not rely on her sticking to the board.)

I'll suggest some upgrades for your deck based on making it more consistent and less dependant on Miirym:

1st. Ramp

Explosive turns with lots of cost reducers sound nice... if people don't blow up your dorks before you get any value from them.

2nd. You need more lands (36 lands + 13 ramp cards is a good starting point)

3rd. Better counterspells

4th. Better removal

5th. Better boardwipes

6th. More card draw

7th. Better win conditions

Since you choose Desecrated Tomb and Tormod, the Desecrator why not Anax, Hardened in the Forge so you get a 1/1 bat, a 2/2 zombie and a 2/2 satyr when a creature dies or returns form the graveyard?

Some extra on death mileage particularly with your altar (I would consider Ashnod's Altar as well)- Pitiless Plunderer for more mana, Species Specialist or Dark Prophecy for card draw, Zulaport Cutthroat, Blood Artist or Bastion of Remembrance for some life gain/drain action or Butcher of Malakir and Dictate of Erebos so when you lose a creature they do too

I saw you have some recursion why not consider Return from Extinction and it's upgraded form Raise the Draugr? I would cut Exhume for one of these they cost the same and can bring back two phoenixes or ninjas and doesn't have the downside of letting your opponent bring a card back. and they cost less though they don't put on to battlefield so that may not be to your liking

Extra board wipes that won't hit your phoenixes (though will hit your ninjas) are Magmaquake, Earthquake, Faultline and Subterranean Tremors

More damage- Berserkers' Onslaught, Wound Reflection, Gratuitous Violence

Harder to block Phoenixes so you can ninjutsu even easier- Goblin War Drums, Intimidate, Cover of Darkness

Maybe Heartless Summoning-to make your commander cheaper to cast in the graveyard (the only time you should cast this from your command zone is the first time, and anytime is get's exiled as this way you can ignore the commander tax as much as possible)

And don't forget Fervor so all your birds are hasty and can attack as so as they on the field so you ninjutsu even faster

Hey, here are some changes I might recommend while still staying on a budget. Fist, for a voltron deck I would probably drop the creature count a little bit as 29 is a little high. For this build I would probably eye something around 22-25. Also your land count is very low, I would bring that up to about 36 lands with several ways to search for lands, that will allow you to have plenty of mana and cast the bigger stuff in your deck.

Next, I would cut some cards that seeming underwhelming. Those are: Auriok Edgewright Auriok Bladewarden Fireblade Charger Leonin Relic-Warder , Evra, Halcyon Witness Shimmer Myr Spikeshot Elder , Wayfarer's Bauble ill talk about this one below, Leonin Bola Neglected Heirloom  Flip Berserkers' Onslaught . So yeah once you know what to cut, it becomes very easy to make a bunch of additions.

Im not sure if you are married to the $50 budget, most of my suggestions here will be about $1 a piece but here's what I would add. First as mentioned we want better mana production, so you'll want Gift of Estates and Armillary Sphere over wayfarers bauble. In 700 games of commander, I've found that armillary sphere is just better than bauble for many reasons I wont go into right now. Fervent Champion , Sun Titan Kazuul's Toll Collector , 4 basic or flip lands, Flamekin Village Blackblade Reforged . Berserkers Onslaught can be a straight switch for True Conviction . Fleetfeather Sandals . Because your mana production is getting better, you can go just a little bigger on the top end of your deck. I might put 1 or 2 bigger equipments at the top end like Argentum Armor or maybe even a Scytheclaw . I would add Dismantling Wave and a Tome of Legends .

Here's some other very good cards on a budget that I might consider Forging the Tyrite Sword to cheap tutor, Ignite the Future excellent card draw Showdown of the Skalds also great card draw. Theres a whole package of cards you can use with Goblin Welder Goblin Engineer and Daretti, Scrap Savant and if you add those I would add a Neheb, Dreadhorde Champion . Because you have Toralf I might consider a few more red based board wipes like Chain Reaction or Magmaquake but i wouldnt say no to a Fumigate or a Rout either.

Anyway that should give you plenty to think about for now. Enjoy!

Hey DadHumanPraetor, iammute, and conthogib987. Thanks for all your suggestions, some of them are great. Also, sorry for such slow replies, it's been a while since I logged in to tapped out but I'm doing a few deck tweaks so now is the time to respond!

Some of the cards you guys suggested are actually already in the deck (e.g. Herald's Horn ) so I won't comment on those ones specifically. Some of the others are ones I've actually already tried in the deck previously but they ended up being cut. A prime example of that would be Flameshadow Conjuring - 4 CMC for the enchantment isn't bad, but overall the deck runs so lean on mana (being mono red) that it was oftentimes really difficult to find the extra 1 mana to make a token when I spend mana casting a dragon. Clearly this is sometimes a great card, but in playtesting with my local group it never worked as well as I had hoped.

I am definitely going to address the balance of card draw vs card advantage because this is becoming more and more important. I think things like Endless Atlas are great here so that's a definite for the maybeboard. I also take your point about things like Thrill of Possibility . Some of the cards in this current version are sub-optimal because I run 15 different EDH decks and occasionally I run out of staples and don't want to spend money on more copies! This is something to be addressed though.

Looking at the Magmaquake / Earthquake vs the other suggestions, I actually disagree here. Those two are mana intensive for sure, but they're also often very one-sided as pretty much all my creatures fly. Sarkhan's Unsealing is good for sweeping lots of small tokens or something, but oftentimes you need to beat something larger that 4 toughness.

Card suggestions I really like and will see what I can do to fit in though include Dragonmaster Outcast and Archwing Dragon .

Great deck. Tried it by proxy. It's faster then expected. The Magmaquake as instant boardwipe is rare, comes unexpected. It's great. I also included Arcbond ; also intant boardwipe. Because it works great.

And I replaced the planeswalker with a Pyroblast / Red Elemental Blast to counter the counter from the Dragonstorm

Warden of Evos Isle and Murmuring Mystic would be a good includes over some of the lower power creatures like Snapping Drake or Aven Reedstalker, and Command Tower & Arcane Signet are never out of place in a commander deck. Earthquake / Magmaquake would both make for good wipes since they'll leave your flyers alone. Card draw on hit effects would be good, something like Bident of Thassa or Reconnaissance Mission wouldn't be bad here, each insect that hits while your commander is out would double itself. There are plenty of strictly-better Cancels, Counterspell comes to mind as a good upgrade there. Lastly some global haste enablers would let you swing out immediately with flyers made by large draw spells, something like Fervor or Tuktuk Rubblefort could snag kills pretty well!
