Birds is a surprisingly well supported tribe, and flying tribal has been getting a fair bit of support recently. So building birds in commander can be both fun and powerful because you can combine old and new cards.
A creature has to be a Legendary creature to be legal as your commander. The classic option for birds would be Kangee, Aerie Keeper . Some other options that are more "Flying tribal" than bird tribal could be Kangee, Sky Warden (a very budget-friendly option), Isperia the Inscrutable , Akim, the Soaring Wind , Derevi, Empyrial Tactician or Alela, Artful Provocateur .
Now you should decide whether you want cards that support having Birds specifically: Aven Brigadier , Celestial Gatekeeper , Crookclaw Elder , Seaside Haven , Soulcatchers' Aerie , Airborne Aid , Migratory Route , Animal Sanctuary etc. Or if you just want cheap flyers that may or may not be birds and just play flying tribal: Battle Screech , Favorable Winds , Gravitational Shift , Gust of Wind , Island Sanctuary , Kangee's Lieutenant , Lofty Denial , Pride of the Clouds , Rally of Wings , Sephara, Sky's Blade , Siani, Eye of the Storm , Skycat Sovereign , Soulcatcher , The Raven's Warning , Thunderclap Wyvern , Tide Skimmer , Warden of Evos Isle , Watcher of the Spheres , Waterkin Shaman , Windstorm Drake , Winged Words , Battle Screech .
Your list has a lot of pretty bad cards that don't support your strategy. I would cut Healing Salve , Resupply , Take Up Arms , Call to Mind , Survival Cache , Refurbish (has 4 targets in your deck and no matter what you get you pay more mana than you should), Siegecraft etc. Pure lifegain spells are bad unless you build around them, and this is supposed to be a bird/flying deck right? Cards that make tokens without flying are not great because your lords and synergy don't make them better. So even though Raise the Alarm is a solid magic card, you would prolly rather have like a Mistral Charger because you can build synergy around it.
Removal is always good. You can almost never have too much of it. However, if you are really cool, you can try to play removal and card draw that is flavorful and synergistic as well: Ravenform , Wing Shards , Aerial Assault , Swan Song , Winged Words , Gust of Wind , Lofty Denial . Also, sol ring is great but more ramp is usually a good idea in commander, and Azorius Keyrune is also a bird!

Growing Rites I think is definitely wanted by this deck. Also Dolmen Gate or Iroas, God of Victory and Nature's Will. I think there’s too many cute warriors and chaff like Take Up Arms where you need more value to push through. Siege Behemoth, while not a warrior, fits perfectly into your strategy. So does something like Nemesis Mask. Cut a crappy warrior here and there and put in stuff that is going to help you across the finish line. That includes mana ramp like we talked about all weekend. Perilous Forays would shine here as a way to use the tokens that get blocked.

...Damn, you're right, there isn't much warrior tribal.There is, however, anthem tribal:
Call for Unity, Builder's Blessing, and/or Castle (because Oketra makes warriors with Vigilance), Crescendo of War, Dictate of Heliod, Glorious Anthem, Honor of the Pure, Marshal's Anthem, Path of Bravery, Spear of Heliod, and Valor in Akros
Non-Anthem anthem effects: (abilities) Brave the Sands, Heliod, God of the Sun? (maybe? He makes Clerics for cheap late game, and with the anthem effects, they turn out to be like 4 mana 9/9s with Vigilance.), True Conviction (AUTO INCLUDE IN ANY WHITE WIDE DECK EVER)

Hey, thanks for the information! I didn't know that Amonkhet was rumored to be Warrior-heavy. I'm gonna hold off of building my own Warrior deck (Unstoppable Warrior Tribal Input Welcome!) in light of this new info. I, too, started with a rough list such as this, and have whittled mine down to what I hope would be a competitive loadout- though obviously different than your own due to color identity of Commander. If you're anything like myself, I'm aggro focused- so Recursion is in the back of my mind, but not at all my focus. I don't care if I'm losing creatures from my horde, I've got more haha (as such, I'd personally not play Phyrexian Reclamation, Palace Siege, Marshal's Anthem (though I do run that one in my anthem Iroas Boros EDH), etc.) I also feel that Take Up Arms is a poor card, way too expensive for what you're getting. Mardu Charm is fine, but Aggro decks like ours need more removal than anything, and there are better 3-drop choices that could be made. Anyway, good luck! Feel free to give me any feedback on any of my decks too, I'm excited to see what the new sets will have now, thanks again!

No reason to ever use Take Up Arms over Secure the Wastes. I'd also recommend Arashin Foremost and Blood-Chin Fanatic as they make excellent finishers.

First off, your removal is god awful. If you're paying more than 2-3 to destroy something, you're doing it wrong. More Valorous Stance and Celestial Flare, maybe Swift Reckoning or Immolating Glare if you really need more removal.
Secondly, don't play Take Up Arms. More Secure the Wastes if you really want tokens, but I don't know why you'd want that. You also have 3 cards not standard: Elspeth, Sun's Champion, Griffin Sentinel, and Quarry Colossus.
Erase and Fate Forgotten need to be in sideboard for sure.
If you're gonna play Gideon, Ally of Zendikar, you NEED ALLIES!!!!!!

first of all remove 20 cards of your choice, having more than around 60 cards makes most decks pretty bad by decreasing the chances of getting what your looking for.
also Arashin Foremost should be a 4 of, Blood-Chin Rager should be a 4 of so add those.
Dragonscale General, Graveblade Marauder, Shadows of the Past, Take Up Arms (which is a terrible token producer), and Ob Nixilis Reignited (5 mana is way to slow for an aggro deck) should not be in here.
and lastly get a sideboard if you plan on making this good enough to go to fnm (if you don't take it already). Sideboards can be a very huge help and people often make the mistake of thinking the sideboard isn't as inmportant as the mainboard.
