There are very few birds to be found here. Odd, because this is a tribal bird theme deck. You aren't even running Maskwood Nexus or Arcane Adaptation
So here are some birds I found that would be fun to play:

Whippoorwill an exile for so little the cost
Storm Crow why isn't this here?
Spire Owl cheap, but nice
Sephara, Sky's Blade this hits the field by turn 4 for 1 white mana!
Ledger Shredder badass name and badass ability
Cartographer's Hawk a fun card that empties your deck of plains
Flurry of Wings and Settle the Wreckage There is so much fun to be had
Ishai, Ojutai Dragonspeaker_ look at this scawwwwww _ Warden of Evos Isle not needed, but nice for making 5 mana birds cost less

Kangee, Sky Warden all it takes is one 1/1 bird token to scwwwaaa

I've seen some good suggestions here already, but just figured I'd say that I'm the same kind of deck builder. I like doing the unusual, even if the commander might actually not be underused.
A few ideas (basically, these are ideas I haven't gotten around to, but want to):

Gilanra, Caller of Wirewood / Silas Renn, Seeker Adept big artifact cascade (Ingenuity Engine, Imoti, Celebrant of Bounty).

Archelos, Lagoon Mystic Skeleton Tribal with Skeletal Swarming.
-
Ich-Tekik, Salvage Splicer / Krark, the Thumbless Gruul magecraft deck with Zada, Hedron Grinder.
-
Old Gnawbone Energy deck with Aetherworks Marvel, Gonti's Aether Heart, and Karn, the Great Creator.
-
Some random deck to run a combo with Blood Funnel and Healing Technique.
-
Ravos, Soultender / Esior, Wardwing Familiar Bird Tribal with Soulcatchers' Aerie.

That Soulcatchers' Aerie looks very interesting, like a lower CMC door of destinies in this deck.
I've never looked at Nightstalkers before we need to check them out. I am very happy with my mana cost curve right now and am cautious about adding too many expensive cost cards.
Dragon Tempest does some of the same work as the Aether charge but also lets my dragons (and other fliers) get haste.
Whelming Wave I am afraid I would run into the problem I have now with Widespread Brutality , unless Maskwood Nexus or Arcane Adaptation are out I am too reticent to blow up my tribal lords (who can be expensive to get out)

I have a similar decklist! I'm definitely gonna use some of the stuff from your list. I'd recommend looking at AEther Charge Whelming Wave Return of the Nightstalkers Crux of Fate Crucible of Fire Soulcatchers' Aerie .

Unless you're playing with some funky homebrew rules, your commander does have to be a legendary creature. For bird tribal, Kangee, Aerie Keeper or Kangee, Sky Warden would be the most obvious choices. Also, Screaming Seahawk does not get around the singleton restriction in the same way something like Relentless Rats does. Even if it did, I still don't think it would be worth running over the much faster Squadron Hawk . More relevant inclusions might be Watcher of the Spheres , Warden of Evos Isle , Soulcatchers' Aerie , Migratory Route , Wingmate Roc , Aven Mimeomancer , Emeria Angel , Favorable Winds , Kangee's Lieutenant , Judge's Familiar , Steel-Plume Marshal , Battle Screech , Skycat Sovereign , Pride of the Clouds , Sephara, Sky's Blade , Jotun Owl Keeper , Windreader Sphinx , Aven Gagglemaster , Thunderclap Wyvern , Jubilant Skybonder , Rally of Wings , Eyes in the Skies , Alrund's Epiphany , Aerial Assault , Rise of Eagles , Door of Destinies , Herald's Horn , Dovescape , Gravitational Shift , Kindred Discovery , Call to the Kindred , Serra the Benevolent , or Seaside Haven .
