Birds is a surprisingly well supported tribe, and flying tribal has been getting a fair bit of support recently. So building birds in commander can be both fun and powerful because you can combine old and new cards.
A creature has to be a Legendary creature to be legal as your commander. The classic option for birds would be Kangee, Aerie Keeper . Some other options that are more "Flying tribal" than bird tribal could be Kangee, Sky Warden (a very budget-friendly option), Isperia the Inscrutable , Akim, the Soaring Wind , Derevi, Empyrial Tactician or Alela, Artful Provocateur .
Now you should decide whether you want cards that support having Birds specifically: Aven Brigadier , Celestial Gatekeeper , Crookclaw Elder , Seaside Haven , Soulcatchers' Aerie , Airborne Aid , Migratory Route , Animal Sanctuary etc. Or if you just want cheap flyers that may or may not be birds and just play flying tribal: Battle Screech , Favorable Winds , Gravitational Shift , Gust of Wind , Island Sanctuary , Kangee's Lieutenant , Lofty Denial , Pride of the Clouds , Rally of Wings , Sephara, Sky's Blade , Siani, Eye of the Storm , Skycat Sovereign , Soulcatcher , The Raven's Warning , Thunderclap Wyvern , Tide Skimmer , Warden of Evos Isle , Watcher of the Spheres , Waterkin Shaman , Windstorm Drake , Winged Words , Battle Screech .
Your list has a lot of pretty bad cards that don't support your strategy. I would cut Healing Salve , Resupply , Take Up Arms , Call to Mind , Survival Cache , Refurbish (has 4 targets in your deck and no matter what you get you pay more mana than you should), Siegecraft etc. Pure lifegain spells are bad unless you build around them, and this is supposed to be a bird/flying deck right? Cards that make tokens without flying are not great because your lords and synergy don't make them better. So even though Raise the Alarm is a solid magic card, you would prolly rather have like a Mistral Charger because you can build synergy around it.
Removal is always good. You can almost never have too much of it. However, if you are really cool, you can try to play removal and card draw that is flavorful and synergistic as well: Ravenform , Wing Shards , Aerial Assault , Swan Song , Winged Words , Gust of Wind , Lofty Denial . Also, sol ring is great but more ramp is usually a good idea in commander, and Azorius Keyrune is also a bird!

Excellent, thank you! I will definitely put this together. I am considering cutting one Empyrean Eagle for a Spectral Sailor. I think having 3 copies of a card in a 40 cards deck could be the equivalent of the full playset in a 60 cards deck. Also with the addition of curve-end Windstorm Drake this change might not hurt the deck too much and the extra card draw for the late game might help. There might be room for a copy of Rally of Wings as well - probably in exchange of a Warden of Evos Isle?

I've a couple more budget suggestions I commented in response to your suggestions. Here's a couple more goofy ones I found that fit the bill for this list. Bower Passage , Favorable Winds , Sprite Noble , and Windstorm Drake . These fall in the same vein of anthem effects like Gaea's Anthem , Murkfiend Liege , and Thunderfoot Baloth .

Could anyone provide some feedback on my two decks? I’m getting back into this after 15 years. Yay. For now this is just for casual play. I don’t mind spending a few dollars, just not many dollars. Thanks for stopping by and for any and all help!

I've really enjoyed Dovin, Grand Arbiter in my Azorious weenie fliers deck. I've also found Always Watching to be very strong and worth the space and mana. Pride of the Clouds is really good, too, but almost too good because it's such an obvious target. Same thing with Sephara, Sky's Blade . Faerie Seer is worth considering, as is Segovian Angel and Squadron Hawk . The Hawks are very strong in my deck, acting as a sort of draw card. Immortal Servitude is also pretty great, often bringing 4 or more 1CMC creatures back from the graveyard for 4.
I think you should try to upgrade the mana-base a bit, or even add in 4x dual-color tap-lands. The mana chart shows that this is blue heavy, so at the least, probably 12 Islands and 8 Plains would help a bit.
Healer's Hawk is awesome. It's got such great value! Windstorm Drake , on the other hand, seems pretty clunky for 5.
I think it will be worth it to cut back you creature count to 24, thereby reducing the deck to 60 cards total, and opening up a few added spots for disruption spells like Negate or Reprobation . Of the creatures here, I think the best are Faerie Miscreant and Healer's Hawk, because both have such strong value for only 1CMC. Next I like with Empyrean Eagle or Thunderclap Wyvern combo-ed with Warden of Evos Isle, but probably not both. Spirit of the Spires, Sprite Noble, and Windstorm Drake seem like the weakest links, costing a lot of mana for less good payoffs. Cloudfin Raptor isn't very strong in my mind either, but at 1CMC, it's an ok choice. I think the aggro strategy will work best when it hits the fastest, so keeping the CMC down to 1-2 for most the creatures is going to get more wins. As it is right now, CMC-wise, it would probably work better with 2-4 more lands.

This is a challenging tribe to build around. I would recommend checking out Saffron Olive's video on finding the competitive advantage of your tribe. Also, Tomer built a phoenix tribal deck for Commander Clash not too long ago. Watch the end to see how he wins, because it's pretty great.
In terms of specific cards, I think Mana Echoes would go well, since you need a lot of mana to enable phoenixes. Thundermaw Hellkite could be good. Lose Temple of the False God and Dormant Volcano , though, because those are awful cards. The former because it's useless as a 3rd, 4th, or 5th land, and the latter because it's just asking to be strip-mined and is both slow and makes colorless mana.
Finally, you might want to consider adding a second color. For example, in blue, you gain access to Favorable Winds , Gravitational Shift (It's freaking Elesh Norn, Grand Cenobite in your deck), Sprite Noble , Stormtide Leviathan , Windstorm Drake , Warden of Evos Isle , Windreader Sphinx , Kindred Discovery , Call to the Kindred , Distant Melody , Mistform Warchief , Faces of the Past , Riptide Shapeshifter , Saheeli's Artistry , Sakashima's Student , Sakashima the Impostor , Metamorphic Alteration , Phantasmal Image , Clone , Quicksilver Gargantuan , Protean Raider , Mirror Image , Gigantoplasm , Stunt Double , Clever Impersonator , Dack's Duplicate , Phyrexian Metamorph , Coastal Piracy , and Bident of Thassa .
In white, you get Archon of Redemption , Energy Storm , Magus of the Moat (and Moat if you have unlimited money), Radiant, Archangel , Serra Aviary , Soulcatcher , Spirit of the Spires , Harsh Mercy , Shared Triumph , Kindred Boon , Mirror Entity , Radiant Destiny , . Going into Jeskai also gives you Teferi's Moat and Thunderclap Wyvern .
