Birds is a surprisingly well supported tribe, and flying tribal has been getting a fair bit of support recently. So building birds in commander can be both fun and powerful because you can combine old and new cards.
A creature has to be a Legendary creature to be legal as your commander. The classic option for birds would be Kangee, Aerie Keeper . Some other options that are more "Flying tribal" than bird tribal could be Kangee, Sky Warden (a very budget-friendly option), Isperia the Inscrutable , Akim, the Soaring Wind , Derevi, Empyrial Tactician or Alela, Artful Provocateur .
Now you should decide whether you want cards that support having Birds specifically: Aven Brigadier , Celestial Gatekeeper , Crookclaw Elder , Seaside Haven , Soulcatchers' Aerie , Airborne Aid , Migratory Route , Animal Sanctuary etc. Or if you just want cheap flyers that may or may not be birds and just play flying tribal: Battle Screech , Favorable Winds , Gravitational Shift , Gust of Wind , Island Sanctuary , Kangee's Lieutenant , Lofty Denial , Pride of the Clouds , Rally of Wings , Sephara, Sky's Blade , Siani, Eye of the Storm , Skycat Sovereign , Soulcatcher , The Raven's Warning , Thunderclap Wyvern , Tide Skimmer , Warden of Evos Isle , Watcher of the Spheres , Waterkin Shaman , Windstorm Drake , Winged Words , Battle Screech .
Your list has a lot of pretty bad cards that don't support your strategy. I would cut Healing Salve , Resupply , Take Up Arms , Call to Mind , Survival Cache , Refurbish (has 4 targets in your deck and no matter what you get you pay more mana than you should), Siegecraft etc. Pure lifegain spells are bad unless you build around them, and this is supposed to be a bird/flying deck right? Cards that make tokens without flying are not great because your lords and synergy don't make them better. So even though Raise the Alarm is a solid magic card, you would prolly rather have like a Mistral Charger because you can build synergy around it.
Removal is always good. You can almost never have too much of it. However, if you are really cool, you can try to play removal and card draw that is flavorful and synergistic as well: Ravenform , Wing Shards , Aerial Assault , Swan Song , Winged Words , Gust of Wind , Lofty Denial . Also, sol ring is great but more ramp is usually a good idea in commander, and Azorius Keyrune is also a bird!

Wow. Half of these cards are literally the same thing.
Resupply :) it has so much value! It does literally nothing for 6 mana, it's by FAR the most powerful white card OF ALL TIME.

Hey, it looks like your pretty new, welcome to the community! So for the actual deck, here are some improvements I saw. First, you probably wanna run 4 of most of the better cards, because that increases your chance of drawing into them and being able to use them more often. Resupply is much to expensive for what it does, for lifegain you could run Chaplain's Blessing or card draw Survival Cache. Your creature base looks okay, but I would run more smaller creatures for the early game, because modern is a very fast format. When I was new I would go through the deck and cut anything that would be a "meh draw". Cards like Loxodon Smiter, Voice of Resurgence, Avacyn's Pilgrim, and Dryad Militant might be good. I'm not really that great help, and not sure where your wanting to take this deck, but this looks similair to some of my first decks. Definately looks solid for one of your first decks.

Hey, love the risk of boros cause it is so hard to play. If I were you I would consider Sunforger. Best equipment and it lets you dodge boardwipes if you search for Boros Charm. Additionally it means that you do not need have any combat tricks as all of them are cheap enough to cast off of it except Resupply. Imagine the blowout of having an opponent swing at you with no cards in hand and you Settle the Wreckage + Sunforger them out of nowhere.
Additionally there are some reasonable instant speed targets to include with Sunforger in mind: Orim's Thunder, Comeuppance, Rootborn Defenses, Wild Ricochet, Return to Dust, and possibly Dawn Charm. Just something to think about.
There is also a shortfall in card draw effects in red and white so maybe Skullclamp would be good. Because you are going to be making a lot of superfluous 1/1 tokens.
I don't think that your life gain and single target removal would work that well in practice. Although I can see why you would include them as Resupply seems pretty on flavor for Ally tribal.

Sacred Cat might work better than Doomed Traveler since they both make a token but the cat has lifelink. Cathedral Sanctifier does the same job as Angel of Mercy but costs 4 mana less. With all these tokens Anointer Priest would help keep you gaining life. If you can make these adjustments, you could probably lower your land count. There are a few cheap enchantments that basically do what Pacifism does but also gain you some life, Faith's Fetters and Pious Interdiction. Toss them in too, you need some removal. One last cheap card to consider would be Resupply.

I think going with a life gain style deck would be cool. Things like Lone Rider Flip, Vampire Nighthawk, Gifted Aetherborn and Night Market Lookout are kick ass. Plenty of good angels you can use too. Life gain makes Dismember much more affordable.
I would go with Rest for the Weary over Resupply. There is no card draw but its a lot cheaper mana cost. The land fall is great with it.
For some card draw Sign in Blood, Asylum Visitor.
Edge of Divinity is great and even better for creatures that are both black and white.
Getting a look at your opponents hand is always great, and making them discard something is good too. Thoughtseize and Inquisition of Kozilek are your more pricey spells money wise, Duress, Despise, Blackmail are cheaper.
Blessed Alliance has multiple uses and can be used at the same time if you can pay the mana.
