Cool deck! Personally I would make these swaps:
Messenger Jays -> Academy Manufactor
Lieutenants of the Guard -> Coalition Flag (fun to put on Tivit since he has Ward 3)
Venser's Journal -> Auton Soldier (can copy Tivit!)
Winged Words -> Battle Mastery (double strike on Tivit to double his effect)
Propaganda -> Thorough Investigation
Warden of Evos Isle -> Worn Powerstone
Emergency Powers -> Anointed Procession

Hey, some interesting card choices for upgrades to the precon. I can tell your deck is based on the precon because I see Darksteel Juggernaut.
A kink here to work on is the avg. CMC. The mana curve is very high at 4.3 not including Organic Extinction and Mycosynth Golem. The precon mana curve is already high at 3.5 not including Thought Monitor. A higher mana curve would be fine if supported with lots more low mana cost ramp, but you cut most of the low mana cost ramp (Signets, Liquimetal, Vessel) from the precon. There's only 6 ramp sources here 3 CMC or less which is low.
You could have a difficult time casting Urza using artifact creature affinity with only 7 artifact creatures 3 CMC or less. You really can't count on Urza's artifact affinity to first cast him and having not many ramp sources, ramp can't be counted on either. Master Transmuter is a great upgrade, she helps a lot when playing a lower amount of ramp. To improve the mana curve which will help gameplay consider choosing a few of the better high mana cost cards and cutting the others? Most 4 drops here are much better than the 5-7+ drops and that's good for the mana curve.
Research Thief, The Mightstone and Weakstone Meld, Blightsteel Colossus, Mycosynth Golem, Thopter Assembly, Tezzeret, Master of the Bridge, Organic Extinction, Darksteel Forge, Mycosynth Lattice, Kuldotha Forgemaster, Cyberdrive Awakener these are the better 5-7 CMC cards here. The others could be cut to lower the mana curve because they're simply not as good as these.
- Thief, it's repeatable draw effect is good when you want to be attacking with Constructs.
- Weakstone because you have Urza, Lord Protector Meld.
- Blightsteel, best secondary attacker and because you have Master Transmuter.
- Golem because Urza is a consistent way to create artifacts.
- Assembly because you have Time Sieve.
- Tezzeret because of Constructs.
- Extinction because of Constructs.
- Forge, best protection for all artifacts and because you have Lattice, Transmuter and Padeem.
- Awakener flying for Constructs.
Some upgrades at your price point to consider:
- Esper Sentinel, Mystic Remora
- Diabolic Intent, Fabricate
- Skullclamp (in the precon), Baleful Strix (in the precon)
- Ornithopter of Paradise, Signets and Liquimetal (in the precon)
- The Reality Chip + Sensei's Divining Top combo
- Spellskite, Skrelv, Defector Mite, Ethersworn Canonist
- Skrelv's Hive
- Counterspell, Swords to Plowshares (in the precon)

Notes: I chose Cryptothrall over Spellskite because they serve the same function, to protect your stuff, but Cryptothrall requires less effort. I put in Optimus because I wanted to experiment with him. Lastly, I'm keeping Austere Command in the deck since I like to have a board wipe that hits enchantments and artifacts.

Hey, interesting version, but you're building your deck with combo mindset without having the last combo piece to win... Building this way could hinder gameplay since you don't want to win with combo? If you're avoiding infinite combos then I presume attacking is main wincon? Consider more effects to make Breya a better attacker and adding board wipe(s) that don't destroy artifact creatures? These wipes pair extremely well with Biotransference.

If reanimating and recurring artifacts is a strategy then consider Imotekh the Stormlord? It also can make Breya a good attacker, 6/6 with menace. Marionette Master and Disciple of the Vault are subpar if they aren't the wincon of a combo. They can only hit one opponent at a time which is not as good outside of combo compared to Reckless Fireweaver who hits each opponent and Mayhem Devil who can hit any target.
Consider cutting a few lands? The Tri lands, Bridges and Temples all in the same manabase is a lot of lands that always ETB tapped. Of these the Temples are the lesser lands since Bridges are artifacts and Tri lands more color fixing.

Goozaroo Cyberdrive Awakener does affect tokens if the tokens are artifacts. So, treasures, clues, and food tokens all are affected by Cyberdrive because they are artifacts.

Hey, well done meshing all these precons into one deck, nice budget version of Breya.
Some cards that are in the precons to consider adding that are upgrades:
C14
- Wayfarer's Bauble --> Burnished Hart
- Spine of Ish Sah --> Rip Apart
Hart is very slow ramp. Spine is more mana, but it can target any permanent and can be repeatable, good with artifact reanimation/recursion.
C16
- Baleful Strix --> Artificer's Epiphany
- Shimmer Myr --> Jor Kadeen, the Prevailer
- Silas Renn, Seeker Adept --> Armory Automaton
- Sharuum the Hegemon --> Myr Retriever
- Swiftfoot Boots --> Loxodon Warhammer
Strix is excellent value artifact creature for only two mana. Flash for artifacts is a powerful effect with Breya. You don't have enough good equipment to make Automaton worth it. The problem is you don't own or control equipment you take from opponents meaning you can't sac it with Breya or get the equipment player effects (do combat damage. etc.). Sharuum is more mana, but can reanimate any artifact in your graveyard. Repeatable protection for Breya as well as haste for big creatures is better than what Warhammer does.

Nabber is powerful repeatable effect in multiplayer Commander because just about all opponent's decks will have mana rocks. Steal opponents mana rocks, use them on your turn and then sac them with Breya.

Mirror is good in multiplayer Commander especially with artifact reanimation/recursion.
