Need help with a Tiamat Dragon Tribal deck!

As a long-time D&D fan who's main current character is a Tiamat cultist, I knew I had to make a Tiamat deck the moment she was spoiled, and I fully intend to make this deck my primary EDH deck. I am therefore willing to invest in it, but any single card over $100AUD is out of my budget for now. I am relatively new to Commander and have never made a 5 colour deck before (usually I run Bant or Jund), so I am a bit lost as to how to build a good mana base for the Dragon Queen.

I would like to make this deck viable at casual or semi-competitive tables, but I have absolutely no interest in cEDH. The ideal win condition for me would either be direct damage from dragons, or a combo that involves Tiamat herself. Theme is very important for me - I want to avoid changelings or things that do not interact with or support Dragons whenever possible, though I am more than happy to make an exception for treasure, clue or food generation as subthemes if it can be made to work.

I am thinking of using the sideboard for lower-powered options, so that I can tune down the deck if tables are a little more casual (sacrificing effectiveness for theme).
