So this is a deck based around combos and voltronning Cromat. The mana base is built to be budget so yes it is subpar. The combos are as follows:

1. Mind Over Matter + Arcanis the Omnipotent(or any creature with a Quicksilver Dagger ):
   This combo is really multifaceted as it lets you infinite draw and then infinite untap which means infinite mana. So in reality it combos with almost everything in the deck. You can easily get infinite turns with Magistrate's Scepter. Or you can infinite proliferate with Contagion Clasp, or Contagion Engine leading to voltrons in the form of your volvers. The options are endless and on top of that if you decide that you want to run a specific combo to win this will get you want you want. Ulamog, the Infinite Gyre and Elixir of Immortality are what guarantee the infinite nature of this combo. Also as humorously if you decide to use Elixir of Immortality over Ulamog, the Infinite Gyre you also end up with infinite life. If your just using the dagger you might as well just ping everyone to death with it.
2. Reiterate + Turnabout:
   Pretty straight forward way to get infinite mana. However if you also have Contagion Clasp out along with a volver then you have an easy voltron simply by generating tons of mana then by switching to untapping artifacts and proliferating. In addition if you have a Contagion Engine out it is also a way to board whip, on top of the voltron(s) that is. And don't forget you can always voltron Cromat with any of your infinite mana combos.
3. Palinchron + any mana doubling effect:
   Even more straight forward infinite mana. Pretty much only useful to make chromat kill everything. A plus to this combo though is that it can persist over turns so if you need a 1000/1000 chromat for a few turns you got it right here.
4. Bloom Tender + Umbral Mantle or Freed from the Real or Pemmin's Aura + Cromat or Maelstrom Archangel or Maelstrom Nexus:
   Once again good old infinite mana. It also persists over turns like the Palinchron combo.
5. Saproling Cluster + Ashnod's Altar + Fecundity:
   Gives you infinite mana and lets you pull your deck out. Hell you can do all the other stuff and if you happen to find a combo you prefer while cycling through your deck use that one instead.

A few things you can do with your infinite mana aside from making Cromat really awesome. You can easily blast everyone with a Comet Storm or just a single person with the many X red spells. Also if you have Arcanis the Omnipotent and no Mind Over Matter but a Freed from the Real, Pemmin's Aura or Umbral Mantle then you can also infinite draw. Legacy Weapon is always fun too.
