Seems a nice deck, but I would like to make some sugestions.
First of all I'd change the format (divide cards for type: land, creatures, ecc, instead of white and non-white)
I'd change Take Vengeance, Luminous Bond and Defang into Path to Exile, one of the best white removal in modern
I'd also add Honor of the Pure instead of Call for Unity. It only gives +1+1, but it costs less, making your deck a bit more fast
Then, why not things like Soul's Attendant, Soul Warden, Martyr of Sands, Serra Ascendant, Gideon, Ally of Zendikar, Oblivion Ring, Ranger of Eos, Brimaz, King of Oreskos, Worship, Flickerwisp, Aven Mindcensor, Squadron Hawk
Last thing, you definitely need a sideboard. Some suggestions could be: Stony Silence, Leyline of Sanctity, Rest in Peace, Kataki, War's Wage, Kor Firewalker, Brave the Elements, Disenchant, Proclamation of Rebirth

No. A commander has to deal damage in order for it to count as commander damage. An important note is that the damage doesn't have to cause loss of life, so effects like Platinum Emperion, Worship, or Glistening Oil won't stop it from being commander damage, but things like Defang, Fog, or Spires of Orazca will.

Defang says "Prevent all damage that would be dealt by enchanted creature." Damage that is prevented is not dealt, so there's no Commander damage to be tracked.

If I put Defang on an opponent's general, will he be able to win from the 21 damage points required to win by general's damage or it is the damage untracked?

So due to being less than thrilled with my Bant Token deck, I was thinking about rejigging it to be a voltron deck since my commander; Ishai, Ojutai Dragonspeaker is pretty good at powering themselves up since I often play multiple opponents in my local magic group, and was considering of changing it to a new theme.
Cards I own
I For control and disruption I have plenty of control cards like Convolute, Counterspell, Simic Charm, Spell Rupture, etc... Disruption includes Divine Reckoning, Pacifism, Diminish, Paralyzing Grasp, Rapid Hybridization, Defang, Cage of Hands As well as stuff that trashes enchantments and Artifacts.
For powering up my commander my Artifact pool is less than ideal, had to work with what I got. They include Trailblazer's Boots, Fireshrieker, Skyblinder Staff, Ring of Evos Isle, Grafted Exoskeleton, and Livewire Lash.
Enchantments and effects for protecting my commander and/or giving them evasion include: Infiltrator's Magemark, Holy Mantle, Guildscorn Ward, Alpha Authority, Ghostform, Sheltering Word, Survive the Night, Haze of Pollen, Shielded Passage, Rogue's Passage etc...
Mana Ramp: Assume all of my mana rocks in the bant deck are going to be cannibalized.
Creatures: I don't have the good stuff to do a true one man voltron, but I can use walls like Angelic Wall, Fog Bank, Wall of Frost for protecting myself and the effects of creatures like Fan Bearer, Mistmeadow Witch, New Prahv Guildmage, to aid my commander so they can swing in for lethal damage.
Cards I'm Scouting to Buy
New commander to pair with Ishai: Reyhan, Last of the Abzan
The cards I'm looking to get for this build would be things like the WUBRG Wards and the dual color protection like Shield of Duty and Reason, and Spectra Ward. Mask of Avacyn, Swiftfoot Boots, Aqueous Form, Steel of the Godhead, Indestructibility, and Battle Mastery
Others: Ring of Thune (and the variants in the other colors),
Sword of Vengeance, Whispersilk Cloak, Inquisitor's Flail, Grappling Hook, Mask of Riddles, Sigil of Distinction,
Think this is something that I can/should pull off? Any Budget recommendations?

Daxos, the unbeatable

At your request I took a look and wanted to offer some suggestions to make this stronger. That being said I have no idea of what your budget is like or how your acquire cards. Take what I say with a grain of salt.
What I would consider adding:
Isolated Chapel - self explanatory
Reliquary Tower - should be in every deck as a means of preventing discard due to mana flood/screw
Vault of the Archangel - you're running a deck where the creatures are your win condition, it's in your colors, might as well have the ability to abuse lifelink/deathtouch
Serra's Sanctum - super pricey for a single card, but well worth it in this sort of deck
Luminarch Ascension - 4/4 flying angels for 1W is pretty big, drops early, can be a target for sure, but value is there.
Land Tax - any ramp is good ramp, and this is one of the best
Erebos, God of the Dead - Great for card draw, side note of preventing others from gaining life
Orzhov Signet - more ramp, color fixing
Aura of Silence - tax opponents playing enchantments/artifacts, doubles as a removal spell. 100% necessary
Blind Obedience - tax opponents, possible life drain. Tempo card to make sure that you get to hit more often than they do
Mortify, Utter End, Anguished Unmaking, Path to Exile, Swords to Plowshares, Sudden Spoiling & Return to Dust - your instant removal package is abysmal, you have to be able to answer threats as they show up. Best case scenario, you make tokens with Daxos at the end of the turn before yours and you save your spot removal. Worst case scenario, you use the removal and make less tokens, but you don't die to a combo or something you can't deal with before your next turn. Can't stress enough how important Instants are in this format.
Cards I would remove:
Daxos's Torment - a 5/5 flier on your turn that can't block is mediocre outside of recovering from boardwipes, even then, it's too slow.
Defang & Pacifism- doesn't do enough. Cheap enchantment, should ideally be better removal.
Nyxborn Shieldmate - too weak of an effect. I get the "Enchantments matter" theme, but it's a slot better used for removal
God-Favored General - you don't have a reliable way to get evasion, so this will be chumpblocked and die more often than not. Daxos's effect is on cast, not etb, so it's a big gamble for a small effect.
Ghostblade Eidolon - far too expensive to Bestow, too weak to hard cast. If you want a double strike enchantment you should run Battle Mastery instead.
Celestial Archon - somewhat decent, but I have concerns about it being a worthwhile addition.
Blessed Spirits - too vanilla, gets big too slowly as it's based on cast so you can't abuse it with Daxos
Vivid Marsh & Vivid Meadow - you're running 2 colors, you don't need these. If you're going to run a land that ETB tapped, it might as well be one of the other numerous lands that comes in tapped that gives you an additional effect such as Scoured Barrens

I think that Defang could be a better replacement for Arrest. It doesn't have the same wording, but has almost the exact same effect for 1 less mana. Unless for have Arrest specifically for the activated abilities portion.

Gyre Sage might work well for you in here, instead of the little Elf guy.
I liked the Oran-Rief Hydra mentioned above and thought that a Into the Wilds, double land play possible each turn. might work well with it if you went with it...Ordeal of Nylea works well with it too.
A couple of Instant ideas... Burst of Strength (I like the untap part for a Blocker?) OR Savage Summoning might be interesting.
Ooze Flux is fun with the counters you can produce.
you were lookin for some card draws, I think I read above?... Life's Legacy might work, but you might want Reliquary Tower too? As a draw of 60+ cards might be possible with say a Primordial Hydra "double the number of +1/+1 counters".... lol think I did Defang my buddies 1080/1080 Permordial once... nice blocker Nelson! LMAO
Bioshift ??? and with Life's leagacy, move the counter before casting Legacy and draw a more reasonable number of cards/lifegain?
