My all-in attempt, no budget or meta, at making a tier-3 worthy Shirei, Shizo's Caretaker cEDH deck--and I'd hope that it shows.

The game-plan is to first ramp into Shirei as soon as possible whilst also assembling a Cabal-Tron and slamming down Stax Pieces like Static Orb and Trinisphere to slow things down. Then, we slam down some additional Stax effects that play well with Shirei on the board like Grave Pact and Smokestack while using our mana to keep the game locked down with Shirei synergies, tutoring for combo pieces, and drawing as many cards as possible. Finally, we assemble Phyrexian Altar + Nether Traitor / Xiahou Dun, the One-Eyed + Living Death / Thrilling Encore / Pawn of Ulamog + Torment of Hailfire / Exsanguinate / Bitter Ordeal . They're all fairly fragile and card-intensive combos, but they're less mana to pull off than Sanguine Bond + Exquisite Blood , and just casting Bitter Ordeal alone is effectively a guaranteed win.

That's basically it--card choices are extremely tight, and this is about the best I could come up with considering the parameters of the format and the commander. Possibly still not tier 3, but we'll see.
