Ill help you out a bit here, tappedout can get a bit confusing. The competative meter isnt an accurate way to find out how good/bad a deck is. Its not to show how competative a deck is.

What does it do? It shows wether cards you put in the deck are the best variant of its type.

For example Cancel will be less competative than Counterspell in modern. Dont feel bad for not having 100% because the meter doesnt understand what the deck is trying to do.

Now working on the deck itself you might want a direction, what do you want to achieve?

A fast deck that drops effecient threats to kill an opponent fast? This archytpe is generally called white weenie, Champion of the Parish and Thraben Inspector are already great cards. If you add 4x Honor of the Pure suddenly these guys get very scary fast!

Or do u want a slower deck with more power?

Angelic Overseer is great if thats the case. Youd want stuff that keeps you alive long untill you have the mana to cast the big stuff and win from there.

Add ur vision of the deck into the description so people could help out :)

Also drop down to 24 lands as of now. 25 is quite overkill. If ever you go the white weenie route 21-22 is fine.

Whats the budget? Theres plents of good kill spells out there better than Rebuke . If you have some savings the best is Path to Exile . If you are low on budget thats fine too! Pacifism is very good at making opponents cards useless.

Smite and Reprisal might be better than Rebuke and Kill Shot. Slightly more situational but I feel like you'd be using them in the same situations anyways.

A few thoughts:

Urza's Ruinous Blast seems like a good fit for the deck since many of your non-land permanents are legendary. You can't cast it without a legendary creature or planeswalker, which can be a pain, but that shouldn't be too much of a hurdle for this deck.

You may want Austere Command over Cleansing Nova: it costs an extra mana, but you get a lot more flexibility.

Wrath of God, Day of Judgment, or Fumigate might be worth thinking about instead of Hallowed Burial. You might prefer creatures go to the graveyard so Yomiji can send the legendary ones back to your hand. (If you never find yourself wanting to wipe the board while you have your commander and another legendary creature, ignore this suggestion.)

Immolating Glare is the same effect as Rebuke at one mana cheaper.

Several of your Legendary creatures (including your commander) are quite expensive, so you might want Land Tax to ensure you have lands to play every turn. Sword of the Animist or artifact ramp like Marble Diamond, Mind Stone, Hedron Archive, or Dreamstone Hedron could also help here.

I'm not sure whether you want mass land disruption like Armageddon, Cataclysm, and Winter Orb. They can be effective at converting temporary advantage into a win, but the deck looks like it will play best when you have a lot of mana to cast your spells, and recast your legends if they die with your commander on the field. If you do, focus on effects that destroy or force the sacrifice of lands (Armageddon, Cataclysm, Magus of the Balance, Fall of the Thran, Ravages of War (though that last one is way too expensive because there weren't many printed)) instead of Winter Orb, and use Crucible of Worlds or legendary lands you can get back with your commander to break the symmetry. I'd recommend looking at Flagstones of Trokair, Mikokoro, Center of the Sea, Gods' Eye, Gate to the Reikai, Eiganjo Castle, Geier Reach Sanitarium, and maybe Hall of the Bandit Lord or Legion's Landing  Flip. You might also want Dust Bowl in this case. I'm not sure you have enough density of legendary spells for Untaidake, the Cloud Keeper to be good, but it might be worth it.

I don't think Darksteel Forge is that useful here: you have useful artifacts, but not that many and you aren't super reliant on them.

There don't seem to very many activated abilities for Rings of Brighthearth to copy. You may not need that card here.

Elspeth, Knight-Errant, Gideon, Ally of Zendikar, or Elspeth, Sun's Champion all seem better in this deck than any of your planeswalkers except Karn.

there are a few cards that stand out to me as not fitting the deck's theme. Wing Shards is the first. if you run more than 4 other instants it would be a good include but if they cast spells after they attack (storm counts every spell, not just yours) then you might as well be running Rebuke. Crushing Vines is another one. sure it has utility in that it can also kill flying creatures, but it can't even hit enchantments. something like Krosan Grip is better in almost every regard, you could also use Return to Dust. White Sun's Zenith is a good card but its less good in this strategy. most equipment decks go tall rather than wide sometimes running as little as 1 or 2 creatures. in that same regard Jazal Goldmane would be good in a go wide strategy but not really in this one. a problem with these strategies it a vulnerability to artifact destruction. there are a few solutions to this problem. the first is to run something like Privileged Position to add a forcefield around all of your stuff. the second flickering your stuff. i recommend Teferi's Protection. you could use Eerie Interlude but it only does creatures. by the way, where is Lightning Greaves? it is probably one of the most played artifacts right before Sol Ring. while I'm here, where is sol ring? its regarded as the tenth power nine and is an auto-include in and deck no matter the strategy. it's just too good. it beats Selesnya Signet it every way except the fact that the signet produces colours mana which shouldn't be a problem since all of the lands you run either produce coloured mana or fetches coloured mana. by the way, I am NOT suggesting you cut the signet it is a very good card. while we are on the subject of mana I think we should address that Sylvan Scrying. if you are going to run that you need utility lands. remember, it says ANY land. that means if you need a Glacial Chasm you got it. if you want a Dark Depths to go with that Thespian's Stage viola. but the best you can get right now is a Myriad Landscape, a Path of Ancestry or a Krosan Verge. on the subject of lands it a two colour deck that runs a lot of artifacts. you can stretch the colours mana in your mana base a bit more I reckon. a good start is Blighted Woodland as if you don't really have anything exciting to do on your turn or just really need the mana you can spend the turn doing that. another cool thing to play could be, Shimmer Myr normally wouldn't play this as you cant equip at instant speed but Hammer of Nazahn means that you can flash it in with a bunch of equipment and have a surprise army to blow out attackers. some cuttable things are; Sun Titan, Sunspear Shikari, Regal Caracal, Skyhunter Skirmisher, Abundance, Wing Shards, White Sun's Zenith, Crushing Vines and Restoration Specialist

Pretty unfocused. If I were you, I would cut Attendant for 4 Grand Abolishers. I'd also add 1 more Thalia's Lieutenant, as well as 1 to 2 Imposing Sovereign in the place of your Precinct Captains. Increasing Devotion is waaaaay too much mana for what it does. Replace it with Brave the Elements. Replace Rebuke with Path to Exile. Cut two Ranger of Eos and replace with a one- or two-drop, something like Student of Warfare that's a more reliable mana sink. Also, maybe a couple of Mana Tithe and some Wrath of God in the board.

If you have money for it, I'd suggest Endless Horizons. I'd suggest Reprisal instead of Rebuke, less situational. Instead of Dauntless Onslaught, I'd go with Inspired Charge to buff your whole board. War Oracle would give much more sustainable lifegain than Arashin Cleric, which you can increase with Ascension. You might like Honor of the Pure as well.

Question: are you trying to build budget? Because Path to Exile is much better than Rebuke, and Cavern of Souls is a must for all tribal decks. Imposing Sovereign isn't exactly a modern card, at least not as a 4 of. I would consider playing a set of Aether Vial as well. Vial is pretty hard to say no to. Another card I would add is maybe two Ranger of Eos, as a way to refuel. Another good card, but for the sideboard, is Brave the Elements.
