It seems strong but having to sac it and and waste cards to power it up makes it similar to other Glass Cannon commanders like Chandra's Spitfire and Viashino Slaughtermaster. After you cast it twice you're looking at 7 Mana to recast with maybe one person dead, and it just gets worse the more you attack with it.

You're right, TappedOut is wrong and says it is a common in Masters Edition when it is actually rare. But we were talking about it being uncommon in Renaissance, a European reprint set.

No the Renaissance printings count as uncommon. Same with Cursed Rack as a common.

When Mental Breakdown leaves the battlefield or you have no cards in hand, put up to 3 cards from your graveyard into your hand and sacrifice Mental Breakdown.
Make a legendary creature with the subtitle "Keeper of the Hidden Sun".

If only Black mana was spent to cast this spell, draw two cards and lose two life.
If only White mana was spent to cast this spell, target creature gains indestructible until end of turn.

When Brine Dragon enters the battlefield, tap X target permanents where X is the number of Islands you control.
Create a commander for a group slug deck.

Shade's Form is definitely one to look at to get extra Gary triggers. Unhallowed Pact, Unholy Indenture, Undying Evil, Supernatural Stamina, and Abnormal Endurance are some others you might look into.
Defile is a good removal option.
Syphon Mind would be a good draw spell.

Blasphemous Act and Chain Reaction are good, cheap boardwipes that work well with Repercussion. Erebos, God of the Dead is good to keep your opponents from gaining life and also draw some cards. I'd definitely consider Torment of Hailfire as an alternate win condition. Torpor Orb is one of the best cards for slug deck, at least in my meta. Getting it out early can really mess with your opponents' game plans and you are only using two creatures with enter the battlefield effects. Painter's Servant seems out of place, I see it works with Torbran and your blue hosers but it does basically nothing without them.
