Is the commander completely necessary for this deck?

Not really. But I cracked the GORGEOUS foil of Lord Xander's Art Deco card (which I can't figure out how to show as the specific variation as none of the variation choices here was correct) and HAD to use it. Plus out of actual thievery commanders, Jeleva focuses heavier on Instants/Sorceries than I want, and Evelyn has tribal aspects, which wasn't what I wanted either.

This is a theft deck with a treasure subtheme. We want to make it hard for our opponents to build boards while we build up a treasure hoard and snatch cards away, stealing value pieces and potential win-cons. We don't have any combo wins, but Revel in Riches certainly acts as a nice instant win, as well as ramp. Torment of Hailfire with a lot of treasures can at least devastate our opponents, even if it doesn't end up killing them outright. One benefit to Xander as the commander is that he combos beautifully with Tergrid and Dauthi Voidwalker, abilities 1 and 3 for Tergrid and all for Voidwalker.
