Jhoira the hate bearer began as a budget EDH deck based on Budget Jhoira of the Ghitu - EDH / Commander. I have since upgraded the deck. The key to playing Jhoira is to suspend some large creatures and then board wipe before then are cast so you are the only player with any creatures on the board. If you are able to board wipe before a few of your large creatures hit the board you will have several turns before the other players can rebuild their board.

Some key cards include mass board wipes Decree of Annihilation, Jokulhaups, and Obliterate; take extra turns Part the Waterveil, Ral Zarek, Temporal Trespass, and Time Stretch; and, to manipulate suspend counters Clockspinning, Fury Charm, Jhoira's Timebug, Rift Elemental, Shivan Sand-Mage, Timebender, Timecrafting.

Card draw can also be very useful in this deck. Enter the Infinite will allow your to draw your full library. Having your full library in hand will give you access to many useful spells. It can be a game winner if you have Niv-Mizzed, the Firemind on the board or if you begin suspending spell through Jhoira and then board wipe. I have a Tamiyo's Journal to search for Enter the Infinite and Feldon's Cane, Elixir of Immorality, and Psychic Spiral to get cards from your graveyard back into library. Aeon Chronicler works really well with Enter the Infinite following a board wipe.
