My version of this deck is a lot different from yours so you might disagree with some of this, but here is what I would remove. Lay Claim just isn't worth the 7 mana, and it looks like you have a lot of stuff that accomplishes the same goal. Elixir of Immortality is probably in here for a particular match-up, right? Ulamog, the Infinite Gyre and anything else with his last ability would probably accomplish this same goal. Jhoira's Timebug, Rift Elemental, Shivan Sand-Mage, Timebender, and Clockspinning are pretty slow. Generally, it's better to run cards which delay the game instead of time counter removal because they accomplish the same goal and are also usable when you're just behind. I'm not convinced Turn / Burn is really value, but I've also never tried it. In general, I think you have too many suspend targets and not enough ways to protect them or Jhoira herself. None of this is really meant as critisism; it looks like your deck is responding pretty directly to your playgroup, but if I were cutting that's where I'd cut.

Reading 'budget' as one of your hubs, I'll try not to make any suggestions over $2.

Concerning counters: these draw hate from opponents and are generally weak in multiplayer formats. I'd suggest lowering the average CMC and reserving them in game to protect your combo/off suspend cards, or fizzling opponents combo pieces like Grave Pact. I'd suggest Swan Song>Cancel and Arcane Denial>Spell Crumple. If you really want Disdainful Stroke in, I'd suggest cutting Dismiss for it, but I'm not 100% sold that it should get in as the CMC4 limitation is pretty damaging. I'd suggest Delay or Muddle the Mixture are better at the 2cmc slot.

Concerning removal: Chain of Vapor>Reality Strobe and Chaos Warp is an awesome catch all too. Your abundance of copy spells will give you a chance to double down as necessary. Pathrazer of Ulamog is an awesome budget friendly suspend target with annihilator 3. Maybe cut Timebender for the pathrazer as it is the weakest suspend enabler.

Concerning deck filter/draw: Brainstorm, Impulse, and Ancestral Knowledge are all great.

Concerning ramp/mana: you need more of it. I'd suggest dropping Looming Spires for Kher Keep as it generates chump blockers, gives you a place to use mana you held up for counters, and makes polymorph effects like Synthetic Destiny all the more powerful. I'd also drop High Market, unless I'm missing some special utility for the sack outlet, and bring in 3xIsland and 1xMountain. 37 lands and 7 rocks adding Mind Stone and Worn Powerstone looks like a good balance given your curve.

utility cards: I'd suggest playing around with Brain in a Jar>Sphinx-Bone Wand. Casting a sorcery at instant speed is not to be underestimated and this way you also begin to accrue mana efficiency on turn 3 instead of 7.

If you want other ideas, check out Jhoira's Dream Scheme, but it is not budget and a Polymorph/Proteus Staff combo deck, so very creature light and might not fit your play style.

I forgot to suggest Ainok Survivalist as well, more likely a sideboard, but it's an enchantment/artifact removal and a solid megamorph beater. Also Nebman227 is correct, Ixidor, Reality Sculptor is only legal in vintage, legacy, and commander, so you'd have to find a suitable replacement to play in modern. I have a few suggestions or potential replacements or deck altering ideas:

Ixidron

Not going to help you ramp but he's a bomb in a morphing deck style. You can also re-morph your creatures with abilities, think of tutoring your graveyard a second time with Den Protector or removing another artifact/enchantment with Ainok Survivalist.

Brine Elemental

Again, not going to lessen the cost of morphs, but still a potential bomb. Your opponents skip their next untap step and pretty much their turn since they only get to draw and place a land and play whatever spells they can w/potentially little to no mana.

Maelstrom Djinn

Hopefully a game finisher, only risk is he will vanish if you don't seal the deal, but you could play this along with Timebender and Ixidron for some great synergy.

Personally, I am not a fan of Shivan Sand-Mage or Timebender. They are one time unless you are recurring them back to your hand somehow. I much rather have more fatties coming in than one fatty come in to be killed off.

Same goes for Omenspeaker, Mercurial Chemister, Augur of Bolas, and Archivist. There are better options, especially ones to suspend like Arcanis the Omnipotent, Mindwrack Liege or any of your massive creatures. The way I think of it, 2 mana for a chump? or 2 mana for a fatty? I think you have enough spells to slow their game you don't need your chumps. But, I also have a fairly budget meta, I don't know your opponents.

Ideally my game goes as:T2-3 Jhoira with protection. T4, pass turn. Before your turn, suspend Obliterate and something fierce. T5, play all your defenses to hold until obliterate happens and/or suspend more fatties. The key is survival. At this point suddenly everyone wants you dead.

Yes, the Timebender and Shivan Sand-Mage would be useful here to pop Obliterate out now, but you have other ways. Usually though, you need to protect your warp ins with your counters or just slowing them down. Frozen AEther, Winter Orb, etc the usual dick moves. Your walls are nice, but they may need to be cut, again just for their single usage.

Vampire Hexmage + Ancestral Vision does not actually work. With Vision in Exile, it is not considered a permanent (since it is not a part of the game... technically). Therefore the Hexmage couldn't target it. You'd have to use things like Clockspinning and Timebender, since they specifically allow you to target suspended cards.
