While it is believed that the insect gods brought forth by Nicol Bolas are evil per their so called alignment with the previously mentionned dragon overlord, I say wait a minute. Take a close look at the Locust God. What does his movements remind you of? What does he seem to be doing? Halt your inner muttering ; he is dancing. Nicol bolas did not completelty change the insect gods nor does he mentally control them, he simply, just as he did with the other gods, shifted their thoughts and perception. In other words, just like Hazoret the Fervent thinks she his bringing her crops to a magnificent afterlife, the Locust god just think he's conducting a ballet with his childrens. The Scorpion God is chasing prey, just as he would in the vast deserts of Amonkhet and The Scarab God is, well, having a nice walk with his blue pals. Nicol is a smart one you see, no need to go all the way when you just need to slightly shift perspectives...

tldr The Locust God is dancing

• Update : I found out while re-reading Amonkhet story that Nissa, while eyeing some ancient glyphs, saw this; Above the carvings of people were etchings of the Amonkhet pantheon. Eight animal-headed gods, all gentle and benevolent mammals, birds and reptiles...eight? That means that Bolas did change the god.... What a awesome Dragon. I won't change my little dancing story though.
