The Objective - The objective of the deck (besides to win) is to play as much good stuff as you can, as fast as you can. As you'll notice, not much of the deck (dream cache) isn't good stuff.

How to play - In order to win with this deck Grand Arbiter isn't really necessary, but as with the rest of the deck he's just a really good U/W 4 drop, he'll speed up your playing of good stuff, and slow down your opponents to a halt single handedly. Play him with protection (monastery siege, kira, or a counterspell up), or very early (turn 1 or 2), or just after an opponent used all their resources trying to remove another good thing.

How to win - The deck is an unconventional control deck, because all the control happens passively. I built the deck as mono control, but slowly made it more aggro, or as aggro as U/W can be, but you'll still have games of just hard control, depending on how your opening hand goes. The deck is a jack of all trades kind of thing. Games usually end in omniscience, then play through the whole deck and, play time stretch, and swing in with all the creatures, buffed by 2 elesh norns.
