Azeure To be honest there is plenty of redundancy that we don't play:
The only one worth running for me is High Alert because it does both "every creatures with defender may attack" and "they assign combat damage equal to their toughness" for every creatures without having to pay mana to apply the effect.
The second best one for me is Assault Formation but i still cuted it. Bedrock Tortoise is almost playable, if either the hexproof was not conditionnal to your turn or if it's mana value was 3 instead of 4.
For 3 mana we usually have 0/7 defender without abilities Glacial Wall / Wall of Ice or 0/6 with abilities Hover Barrier ( i don't take into account the 2 very good 3 mana drop that are Wall of Denial / Weathered Sentinels).
So now let's review Plagon, Lord of the Beach, Plagon is only a 0/3, don't deal damage equal to it's toughness without paying 1 extra mana each time, it's doesn't draw us a card with Arcades and it's ability only fufill one of the 2 needed condition for redundancy as explained above. I agree it could draw us lot of cards, ranging from 2 to 5-6. If we didn't had draw engine in the command zone i would say it worth it, bu since we have one i don't thinks it's necessary.
It's already very hard to find room for each new creatures cards, i'm already having hard time finding room for Crystal Barricade and consider removing Brave the Sands from my deck. A 3 mana creature has to be really really good to make the cut in Arcades now, and i don't speak about 4 mana creatures. I'm still on fence regarding Corrupted Shapeshifter since the only 4 mana creatures i play are Arcades, Sidar Kondo of Jamuraa and Tree of Redemption, and i wonder if i would not rather include Towering Titan instead as another wincon.

Major update!
The deck has been running well when I draw the right cards, but stalls out or is clunky when I don't draw good cards. I think the best starting point to smooth the deck out is by reducing the amount of counterspells to open up room for smoother mana (in the form of mana rocks), spells that asymmetrically counteract something but benefit me, and some stronger walls that - although will cost more - will have better payoffs. That all being said, here's the ins/outs.

If you're going to devote a deck to your favorite card (Nice choice, mine's Soulcatchers' Aerie), I would go all in. For example, in Dimir, Mana Skimmer is the Timeshifted version of Somnophore.
Time of Ice, Quiet Contemplation, Back to Basics, Dream Tides, Wrath of Marit Lage, Temporal Distortion, Neko-Te Thalakos Dreamsower, Wall of Stolen Identity, Frost Titan, Queen of Ice, Wall of Ice, Niblis of Frost, Guardian of Tazeem, Icefall Regent, Dungeon Geists, Mesmerizing Benthid, House Guildmage, Tidebinder Mage, Watertrap Weaver, Frost Lynx, Stitched Mangler, Fogwalker, and Vertigo Spawn would probably be my picks for "freeze" tribal.
Alternately, if you're not invested in Dimir, so much as in the creature itself, you could build a Derevi, Empyrial Tactician, or Empress Galina deck, since those commanders probably best represent what the card is doing.

The competitive meter is a very finicky tool. I've seen non-material changes, such as making a deck foiled, with no other modifications, result in a several percentage point difference.
The biggest improvement you can do for your deck is fix the mana base. You have far too many lands that enter the battlefield tapped or do not untap normally, which is going to drastically hurt your performance. I would suggest removing these lands and replacing them with cards such as the Pain Lands (ex. Adarkar Wastes ), Check Lands (ex. Glacial Fortress ), Filter Lands (ex. Skycloud Expanse ; Mystic Gate ), and Bond Lands (ex. Sea of Clouds ). You can also run some rainbow lands, such as Mana Confluence and City of Brass .
Azorius Signet , Selesnya Signet , and Simic Signet will also help with your mana acceleration.
High Alert would be a solid card to add, giving you another method of allowing your defenders to attack.
Tetsuko Umezawa, Fugitive will make most of your creatures unblockable.
Stalwart Shield-Bearers makes your creatures bigger.
Tree of Redemption can become a 0/30 or so fairly easily.
Fortified Area gives all your walls Banding, which allows them to prevent opponents from having damage Trample over to you.
Sunscape Familiar acts as pseudo-ramp by reducing the cost of your spells.
You can cut the following:
Glacial Wall , Murmuring Phantasm , Wall of Ice , and other creatures with limited effect.
Myth Unbound does relatively little for you.

Some ideas in no particular order, and by no means should you use all of them: Fell the Mighty, Meekstone, Beast Within, Song of the Dryads, Tamiyo, Field Researcher, Garruk Wildspeaker, Vivien Reid, Primal Rage, Archetype of Imagination, Leyline of Anticipation, Throne of the God-Pharaoh, Concordant Crossroads, Enlightened Tutor, Back from the Brink, Reinforcements, Return to the Ranks, Teshar, Ancestor's Apostle, Tree of Redemption, Wall of Frost, Wall of Ice, Wall of Junk, Wall of Shards.
I'd cut Venser, the Sojourner, Mystic Remora, Sylvan Library, Natural State, Mana Leak, Preordain, Ponder, Fragmentize, Beast Whisperer, Elesh Norn, Grand Cenobite, Orator of Ojutai, Portcullis Vine, Logic Knot.
I will note, it looks like you're playing in a highly competitive meta (Ponder, Sylvan Library, Flusterstorm, Carpet of Flowers, etc). My alterations are decidedly for a slower meta, because in my experience combat victories are a function of the speed of your opponents. Regardless, I have no idea how Arcades functions in cEDH, so take all of my recommendations with a grain of salt.

What you have for wincons seems dece, but there are only really 3 of them (since Jace's Erasure would 100% deck you out first) so....
Fraying Sanity is great if you want to expand on the mill, Laboratory Maniac is nice for storming on draw spells as a weird win con. Arcane Melee is a nice way to cheapen those hefty spells. Fog Bank and Wall of Ice are both great, super underrated blockers. Arcanis the Omnipotent draws just so many cards.
