Buckshot11 The way I see her there's plenty of ways to build her, she's effectively a blue Daretti, Scrap Savant in that she provides you with both advantage (in the form of self mill) and consistent recursion. Any deck he helms could be retrofitted for her, exchanging the red artifact support for blue.
You could build her as a stax commander, using her to keep Tangle Wire online. You could also build a blue Dredge deck, using some of those blue zombies and Mirror-Mad Phantasm to fill your yard with bombshell artifacts like Darksteel Forge or Platinum Emperion .

I would probably take out the Reliquary Tower as you don't have any card draw except for Chart a Course . I would also maybe take out Vedalken Orrery because you don't have much interaction with the battlefield at instant speed other than buffing counters on Merfolk. I feel like maybe you could reserve that spot for either other instants - maybe some more control like Negate , a bounce card, a tap permanent card, or something of the sorts. I would consider putting in Kumena, Tyrant of Orazca 100% because of your inclusion of Merrow Commerce and will make your Merfolk unbelievably strong and annoying. If you did, you could consider the Reliquary Tower but i think it would be overkill and would just be used better to replace cards as opposed to having an abundance of them. I would also consider going further down the "can't be blocked" theme. Herald of Secret Streams is a shining example and Sleep is sort of another way of achieving it. Mist-Cloaked Herald is a great early game threat and so is River Sneak and will get absolutely huge if left unchecked.
Anyway, that's just my friendly suggestions based on my limited knowledge but hope I maybe have helped in some way :)

Looter il-Kor for Latch Seeker and River Sneak for Invisible Stalker . if its on budget Delver of Secrets Flip but you will need to add more spells. all the enchantments seem redundant Ordeal of Thassa , Singing Bell Strike , Waterknot could be replaced by Curious Obsession , Hands of Binding , Hidden Strings or spells like Vapor Snag , Boomerang , etc. Hall of Triumph might be too slow and you can only have one at a time. if you add black to the mix you could have Inkfathom Witch for a bit more reach and better removal plus a few revival cards like Undying Evil and Demonic Vigor , and hand disruption. and having a 4 of Rune Snag will probably help you too, to stop the opponent killing your creatures or getting a threat. that all i got, i think, good luck with the brew.

Thanks for the feedback. I have made a few changes. With no creature kill cards in the deck, I like the idea of both Warkite Marauder and Merfolk Trickster in the deck. If you opponent has a high-power creature out, on your turn flash in Trickster to prevent it attacking, or on your turn attack with Warkite and negate it's blocking potential. I have, however also added River Sneak for it's unblockable effect. The big idea is to stall until you can summon a big Tempest Djinn .
Clear the Mind is the card that worries me. If my suite of control cards are working well, I just keep recycling them back into the library. If, however, I need to increase the level of control, Clear the Mind would always be the first card to swap out. With that in mind, I need to re-visit and re-plan my side-board.

While I don't dislike Warkite Marauder at all, your early play is using 5 mana to do what River Sneak and Curious Obsession do for 3. You can leave open extra mana for counters, or Merfolk Trickster to flash in when necessary early on.
