To complete this janky combo you need a sacrifice outlet, maybe Goblin Bombardment, a haste giver, maybe Fervor, Jegantha, the Wellspring and Horde of Notions out. The last 2 are easy to obtain as you don't need to draw them, and Jegantha can tap to bring out Horde of Notions.

What you do then is float WUBRG from Jegantha, the Wellspring, sacrifice Jegantha, the Wellspring to Goblin Bombardment to ping an opponent, use the floating WUBRG to activate the Horde of Notions ability. You can repeat this process immediately as Jegantha, the Wellspring is untapped and has haste at the end of it.

If Jegantha, the Wellspring is exiled somehow, then you'll have to tutor up Midnight Guard and Presence of Gond to do a much lamer combo.
