Every one likes to have a large hand size all the time right? Well your opponents won't if you're playing this deck. This Nekusar will have you and your opponents drawing multiple cards a turn and your opponents discarding and milling left and right.

Draw, draw, and draw cards. Ever wanted a hand size of over 20 cards mid-game? No? Too bad. With Nekusar, the Mindrazer, Dictate of Kruphix, Font of Mythos, Howling Mine, and Kami of the Crescent Moon you and your opponents will be drawing many cards each turn. Probably too many. And if you want to have your opponents draw cards on your turn use Master of the Feast.
Nekusar, the Mindrazer isn't the only card in the deck that will deal damage to your opponents for drawing cards. Fate Unraveler, and Underworld Dreams will hurt your opponents for all those cards they're drawing.
Unlike your opponents you will have Library of Leng, Spellbook, Thought Vessel, and Venser's Journal to let you have no maximum hand size while your opponents will be discarding at their endstep. With your opponents discarding cards: Liliana's Caress and Megrim will make opponents lose life for each card they are discarding, Geth's Grimoire will let you draw cards, Sangromancer well let you gain life, and Waste Not will give you multiple benefits. Make your opponents draw more card during their turn. The more the draw, the more they have to discard at their end step. Forced Fruition, Horn of Greed, Minds Aglow, Nin, the Pain Artist, Temple Bell will get the job done. Nothing says annoy your opponents like having them draw draw three or more cards on their upkeep and them having them draw multiple cards during their turn making them discard more than half of what they just drew.
But what if your opponents want to be lame and play Reliquary Tower or another card that give them an unlimited hand size? Incendiary Command can destroy Reliquary Tower and give your opponent Cursed Rack to counter anything on their field that gives them an unlimited hand size.
When you are drawing a lot of cards each turn you might as well get benefits from all that drawing. Sphinx's Tutelage can get beyond gross if you are drawing 4 cards each upkeep. Chasm Skulker will get large very fast and The Locust God will seem unfair when you're getting several tokens between each of your upkeeps. Jin-Gitaxias, Core Augur is in the deck too just for fun.
Wheel and deal to cycle through your deck while frustrating your opponents (especially if they just tutored something they needed). Dark Deal, Incendiary Command, Jace's Archivist, Molten Psyche, Reforge the Soul, Teferi's Puzzle Box, Wheel of Fate, Whirlpool Warrior, and Windfall to cause everyone to wheel. Personally when I've tested out this deck with other people, wheeling doesn't negatively affect this deck as much as it does your opponents' decks. Arjun, the Shifting Flame will let you wheel yourself whenever you're playing spells. With wheeling, if cards that cause your opponents damage for drawing cards or discarding card are out on the battlefield, wheeling will hurt your opponents greatly as well.
Graveyards are going to get big for your opponents with some milling. Altar of the Brood, Memory Erosion, Mindcrank, Mirko Vosk, Mind Drinker, Nemesis of Reason, Sphinx's Tutelage, and Traumatize will be making opponents' graveyards grow. Consuming Aberration will get large quickly with wheeling, discarding, and milling. Some of the wheeling cards like Windfall or Jace's Archivist will make everyone's graveyards big. If your graveyard is too large for your liking, use cards like Elixir of Immortality, Feldon's Cane, and Psychic Spiral to shuffle your graveyard into your library.
Deter your opponents from attacking you and slow them down. No Mercy and Dissipation Field will make opponents think twice about hitting you with their best creatures. Propaganda will cause them to pay to have their creatures attack you. Rhystic Study will have either make your opponents spend more to play things or will let your draw more cards. Painful Quandary will have your opponents making tough choices everytime they want to play something. Polluted Bonds and Sire of Stagnation will affect your opponents when playing lands. Stranglehold will help to slow opponents down so they can't tutor the cards they need.
